Statement of Work (SOW) for iDevice Unlock

1.0 BACKGROUND:
The Criminal investigation Command has a need for a software as a service to unlock iOS devices and do a full extraction of the device. Having the ability to unlock iOS mobile devices is an absolutely essential capability that CID requires in order to be able to obtain data from these devices that have evidential value in criminal investigations. CID routinely receives 248 iOS devices annually as evidence that need to be unlocked to obtain data that is critical evidence in those investigations ranging in offenses from drug trafficking and sexual assault/rape to murder. Not having this ability negatively impacts on military readiness.
1.1 SCOPE
The vendor shall provide software that has the ability to unlock iOS mobile devices, provide a full extraction of the devices and retrieve deleted messages on iOS mobile devices. A full extraction to include, but not limited to, text messages, application data, emails, contacts, phone records, videos, photographs and any other data that may be contained on the device.
2.1 DESCRIPTION OF SUPPLIES AND MAINTENANCE SUPPORT:
The procurement is for the renewal of CID’s current GrayKey non geo-located GrayKey unlock licenses for iOS mobile devices, six (6) new GrayKey geo-located licenses and six (6) Connection Units.
2.2 PERIOD OF PERFORMANCE:
The contractor shall provide the software within 30 days after award. Maintenance support shall be provided for a period of one year from the award date of the contract.
Base Year: 16July 2019 through 17 July 2020 Option Year 1: 16 July 2020 through 17 July 2021 Option Year 2: 16July 2021 through 17 July 2022
2.3 CONTRACT TYPE:
The government anticipates award of a firm-fixed price type contract.
2.4 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/FACILITIES:
N/A
3.0 REQUIREMENTS:
The contractor shall provide software that has the ability to unlock iOS devices and provide a full extraction of the device.

The contractor shall provide support upgrades, patches and technical support. The contractor shall provide diagnosis of system problems and continuous problem resolution by phone, e-mail, or online assistance, providing both responsive and proactive services that will allow operational efficiency.
3.2 INSPECTION/ACCEPTANCE TERMS: Inspection and Acceptance shall be at destination.
3.3 PLACE OF PERFORMANCE
The Contractor shall remotely support the Government location at the U.S. Army Criminal Investigation Command (USACIDC), Quantico, VA and other USACIDC directed facilities.
3.4 HOURS OF OPERATION
Eight hours (8) 0700-1700 Eastern; Monday thru Friday.
