SOLICITATION QUESTIONS AND ANSWERS

W15QKN-19-Q-1020

Refuse Collection and Recycling Services – Charleston, WV (WV007)

15 November 2018

Q1: Is this a new requirement or is there an incumbent vendor?

A1: This is a new contract requirement for follow-on Refuse Collection and Recycling Services at the General Charles C. Rogers U.S. Army Reserve Center (USARC), 100 Military Drive, Charleston, WV 25309 (WV007).

Q2: Is there a prior or current contract for similar services as Solicitation W15QKN-19-Q-1020?

If so, what is the current contract number, the current contract value and who is the incumbent contractor?

A2: The previous contract providing Refuse Collection and Recycling Services at the General Charles C. Rogers USARC was Purchase Order W15QKN-14-P-1061 awarded to Waste Management of West Virginia, Inc. in the total awarded price of $32,995.00.

Q3: Can you please clarify the total of 8 yard dumpsters needed monthly per site plan? We only see one, 8 yard dumpster per month. Per the Statement of Work, we see one, 8 yard dumpster for recycles and one, 8 yard for refuse. Per the Site Plan we only see one, 8 yard dumpster per month.

A3: The site plan dumpster marking only refers to the location of the dumpsters, not to the quantity of dumpsters available. See Performance Work Statement (PWS) para 5.2.1. The government requires one, 8 cubic yard dumpster for refuse collection and one, 8 cubic yard dumpster for recycling to be serviced once a week.

Q4: Is the contractor to provide a full-time employee to oversee dumpster services?

A4: This is a performance-based requirement. Therefore, the Government does not determine the manner in which the contractor proposes to successfully meet the requirements of the PWS.

In accordance with PWS para. 1.1, the contractor shall provide all personnel, supplies, supervision, tools, material, equipment, transportation, fuel and other items and non-personal services necessary to provide refuse collection and recycling services in accordance with the PWS except as those items specified as government furnished property and services.

Q5: In regards to Contractor Manpower Reporting, what exactly are you looking for in the report besides labor hours?

A5: See PWS para. 5.6, specifically http://www.ecmra.mil, Help Resources, “View User Manuals, Frequently Asked Questions and Glossary.”
