SECTION H - SPECIAL CONTRACT REQUIREMENTS
H.1 ON/OFF RAMPS
The Government reserves the right to utilize an "On and Off Ramp" concept to maintain an adequate pool of IDIQ holders in order to ensure sufficient competition to meet the Government's requirements.
H.1.1 ON RAMPS
The Government reserves the right to conduct on ramps if it is determined to be in the best interest of the Government in order to ensure that the Government has a qualified pool of contractors that will provide continuous service throughout the life of the contract.
On ramps will be used to obtain a new pool of viable partners as off ramps are implemented. On ramps will ensure that new firms have an opportunity to participate in the Ammunition Industrial Base Engineering Support Services (AMMO IB) Multiple Award Contract (MAC) Suite, and that program goals and objectives are being met relative to fair opportunity practices. On ramps will involve an open season and will be conducted no earlier than the issuance of the THIRD Task/Delivery Order issued under this AMMO IB MAC.
H.1.2 OFF RAMPS
"Off Ramps" may be utilized if a contractor fails to provide meaningful contribution/participation on Task/Delivery Order requirements.
Also, if a small business becomes other than small (e.g., due to a merger or acquisition), it must be off ramped. Off Ramping a contractor disqualifies them from future participation for the AMMO IB MAC Suite requirements.
Lack of meaningful participation can be defined as a MAC holder failing to submit proposals in response to consecutive Letters of
Contemplation, starting with Task Order 0002.
