Instructions

The following instructions are provided to assist the offerors with completing the worksheets in Attachment II. This is not an all-inclusive list of proposal submission requirements. See Section L of the solicitation for complete proposal instructions and proposal submission requirements.
1. Complete the worksheets for Ordering Periods 1-5. Insert subcontractor name where indicated. If proposing more than three subconractors, add additional columns and adjust formulas accordingly so that calculations are correct.
2. Labor Categories: Offerors may not deviate from categories listed in worksheets. If the offeror’s labor categories differ from the categories included in the solicitation, the offeror shall provide a matrix which crosswalks their labor categories/rates to the labor categories/rates contained in the solicitation.
3. Labor Hours: The number of Government estimated hours per labor category shall be allocated among offeror, major subcontractors, and affiliates under common control. The total proposed hours per labor category shall be equal to the total government estimated hours listed for each labor category.
4. Fully Loaded Labor Rates: Each offeror must submit a minimum of one fully loaded CPFF labor rate for each Category of Labor, whether it is by the prime contractor or a subcontractor, for all five (5) ordering periods. Offerors must submit separate rates for effort performed by the prime contractor, each major subcontractor, and affiliates under common control for each labor category. The prime contractor cannot utilize their fully loaded labor rates for their subcontractors. The fully loaded labor rates shall be inclusive of wages, applicable indirect expenses and fee. Offerors shall not propose rates where no hours have been proposed/allocated as they will not be incorporated into any contract that may be awarded as a result of this solicitation.
5. Detailed Rate Schedule: Offerors (including all major subcontractors and affiliates) must provide a breakdown of the cost elements for each proposed fully loaded labor rate in order to allow for cost realism analysis. The offeror shall provide a schedule which contains the proposed wages, applicable indirect rates and fee for each year. If the offeror’s rates are blended, weighted or composite rates, the offeror shall provide a detailed schedule and breakout by element of cost which demonstrates how the blended, weighted or composite rates are calculated. Following is a sample of a fully loaded labor rate cost element breakdown:
