About this file

This justification review document proposes an 18-month bridge contract for information technology services support to the Army Criminal Investigation Division's Biometric Operations Directorate. The incumbent contractor, under GSA Schedule 70 contract GS35F049BA, would provide architecture, engineering, installation, operation, administration, and maintenance services for the Directorate's networks, network management and security systems, operating systems, and network applications from February 2024 to July 2025. Insufficient time exists to fully recompete the requirement due to the Directorate's need to avoid service disruptions during its system convergence with another agency. The follow-on requirement will be competed upon completion of the bridge contract.

supporting these services the personnel of a contractor other than Ideal would be required to complete Operations Security (OPSEC) Training. Ideal is already positioned with staffing and key personnel that understand the complexity and scope of the program, and completed OPSEC Training to continue supporting an 18-month bridge effort of services.

and interagency partners to biometrically identify potential threats and provide biometric information on Opposing Forces and third country nationals in near-real time in order to services, the BOD would not be able to provide the support detailed above and would have a significant direct impact to the warfighter because they would not be able submit and confirm the identity of potential terrorists or persons of interest to Department of Defense through ABIS.

The BOD will not be able to perform its mission without the baseline IT services that this requirement provides, which will cause mission failure and potential impacts to national security.

There in not an adequate amount of time available to compete and award

. The proposed bridge effort will enable the BOD to maintain service stability, current functionality and prevent a catastrophic service disruption. The bridge effort will also allow for the orderly transition of between

6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(11), the Contracting Officer need not submit the notice required at FAR 5.201 when the proposed contract action is made under the terms of an existing contract that was previously synopsized in sufficient detail to comply with the requirements of FAR 5.207 with respect to the current proposed contract action.

a. Effective competition. This is a sole source action. Effective competition is not applicable.

b. Subcontracting competition. In accordance with FAR 19-702(b)(1), subcontracting plans are not required from small business concerns. However, FAR Clause 52.219-14, GS35F049BA, as they are a Service Disabled Veteran Owned Small Business (SDVOSB). By submission of initial offer and execution of the resultant GSA Contract, Ideal agreed to adhere to the requirements at FAR Clause 52.219-14.

7. Actions to Increase Competition: Actions to increase competition beyond the requested 18-month bridge effort will not be taken by . During the 18-month bridge period, DACID BOD intends to complete the convergence process with NETCOM and 7th SC and successfully transfer the requirement in order to fully re-compete under

8. Market Research: Prior to award of Task Order W15QKN-18-F-0090, initial market research conducted on 8 May 2018 determined that there was adequate competition with multiple replies from capable of providing the services under existing multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts. A total of nine small business contract holders responded to a Request to Information (RFI) issued under the U.S. Army, Computer Hardware Enterprise Software and Solutions (CHESS), Information Technology Services Small

Business (ITS-SB) multiple award contract vehicles. At that time the CHESS ITS-SB had received a limited two-year contract extension of its ordering period and service delivery dates.

Upon review of this extension, it became apparent that the ITS-SB contract vehicles could no longer meet the requirements of the ITS Support because it would severely limit the BOD desired period of performance for services. Additionally, as part of initial market research an RFI was issued under the GSA FSS Schedule 70, Special Item Number (SIN)132-51, IT Professional Services. A total of 22 contractor holders responded to the RFI, five of which were classified as SDVOSB. At that time, it was determined that soliciting ITS Support under the GSA IT Schedule 70, SIN 132-51 as a total SDVOSB set- aside would provide adequate competition.

Recent market research was performed from 30 September 2023 through 10 October 2023, in accordance with FAR 10.002(b)(2)(vii), by reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line. A review was conducted of the U.S. Army, CHESS Information Technology Enterprise Solutions 3 Services (ITES-3S) multiple award contracts. Market Research revealed that the required services are readily available to be procured from other technically capable sources available through CHESS ITES-3S, however there is not sufficient time to allow to fully re-compete the requirement prior to the current Task Orders end date of without a break in services.

Continued market research in accordance with FAR 10.002(b)(2)(vii) was performed from 30 September 2023 through 10 October 2023, by way of review of GSA FSS Schedule 70, SIN 132-51. As a result, it was determined that the required ITS Support is readily available to be procured from this source. In addition to the current contractor, Ideal, there other technically capable sources able to meet the requirements for ITS support on GSA FSS Schedule 70, SIN 132-51, however as stated previously, there is insufficient time to allow for a full re-compete under this GSA schedule. A further review of the price catalogs of the vendors under this GSA schedule was performed to verify the accuracy of the Independent Government Estimate for the bridge effort.

Based upon the above, and pursuant to FAR 8.405-6(a)(1)(i)(C), an 18-month bridge effort to existing Task Order W15QKN-18-F-0090 Contract GS35F049BA will avoid a break in current ITS Support, will allow sufficient time for transfer of the requirement to

, to be able to compete, award and execute a long-term follow-on requirement.
