INSTRUCTIONS TO OFFERORS
1. All questions shall be in writing. Questions may be e-mailed to Robert Knight at robert.i.knight.civ@mail.mil.
2. All proposals are due no later than the date stated in block 8 of the solicitation. It is the contractor’s responsibility that all proposals submitted, regardless of method of transmission, are received in this office prior to the time and date for receipt of proposals.
No offers will be accepted if received after this time. Proposals may be e-mailed to Robert Knight at robert.i.knight.civ@mail.mil or mailed to the following address:
DEPARTMENT OF THE ARMY
ACC-NJ-WS
5418 South Scott Plaza ATTN: Robert Knight
FORT DIX, NEW JERSEY 08640
3. A site visit is encouraged to become familiar with the site layout and have questions answered. To arrang a visit, contact Robert Knight at above e-mail address.
4. Proposals must include the following information:
a. Technical: Acknowledge conformance to the Performance Work Statement
(PWS).
b. Price: Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the quoter shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price.
c. Complete blocks 12, 17 and 30 of the SF 1449 as well as acknowledge any amendments. In doing so, the quoter accedes to the contract term and conditions as written in the solicitation.
5. Contractors shall price out all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit.
Any line the contractor chooses to not charge for will be indicated by entering either No Charge (N/C) or Not Seperately Priced (NSP).
6. Method of payment for this contract will be Wide Area Work Flow (WAWF). Contractors must self-register for WAWF at https://wawf.eb.mil/.
7. All representations and certifications to include provision of Dun & Bradstreet number are to be returned with the quote. Dun and Bradstreet information can be found by calling (800)-
333-0505. If you have an active SAM Registration, provide your cage code below and indicate "Active SAM registration" below.
a. Dun and Bradstreet #__________________________
b. CAGE (Commercial and Government Entity) Code___________________
c. Tax ID Number _____________________________
8. It is recommended that offerors be registered in the System for Award Management (SAM) at time of proposal. Award cannot be made without registration in this system.
Vendors will have 48 hours to have an active valid SAM Registration from notification of intent to award. Failure to achieve an activ e registration within this time period will result in a determination of ineligability and award will be offered to the next lower respondent. To register, go to https://www.sam.gov/portal/public/SAM/ .
9. The Government may award a contract on the basis of initial quotes received, without discussions. Therefore, each initial quote should contain the quoter’s best terms. The Government reserves the right to conduct discussions if later determined necessary by the Contracting Officer. In the event revised quotes are requested, the quoter shall submit a complete replacement quote. Failure to submit any information requested by the solicitation may be cause for unfavorable consideration.
10. Due to restricted access to Fort Dix, contractors that will be hand carrying their quote are required to submit to the contracting officer a list of personnel planning to deliver the package with their Driver’s License number and state of issuance not later than 72 hours prior to the delivery date. Contractors must also furnish the approximate time of arrival and the gate they will utilize. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of quote. All individuals must have a picture id and no substitutions are authorized. Vehicles are also subject to search.
BASIS OF AWARD
Award shall be made to a single contractor. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for rejection of the entire quote. Award shall be made on a Lowest Price Technically Acceptable basis, where Price is approximately equal to Technical.
Technical will consist of the ability to perform in accordance with the Performance Work Statement.
As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one half of the offoror’s final option period price to the offoror’s total price. Thus, the offoror’s total price for the purpose of evaluation will include the base period, first option, second option, third option, fourth option, and an additional one half of the fourth option. Quotors are required only to price the base, first, second, third, and fourth options.
Quotors shall not submit a price for potential one-half year extension of services paid.

CLAUSES INCORPORATED BY FULL TEXT
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical and Past Performance
Technical consists of demonstration of an understanding of the requirement. This should be accomplished by providing a brief narrative explaining the methodology and equipment to be used in the Performance of the work.
Past Performance will be demonstrated by providing references for work performed in the past of equivalent scope and magnitude. Past Performance will be rated Acceptable of Unacceptable. A lack of relevant past performance will result in a neutral rating, neither acceptable nor unacceptable.
Technical and past performance, when combined, are approximately equal, when compared to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)

252.204-7011 ALTERNATIVE LINE-ITEM STRUCTURE (SEP 2011)
(a) Line items are the basic structural elements in a solicitation or contract that provide for the organization of contract requirements to facilitate pricing, delivery, inspection, acceptance and payment. Line items are organized into contract line items, subline items, and exhibit line items. Separate line items should be established to account for separate pricing, identification (see section 211.274 of the Defense Federal Acquisition Regulation Supplement), deliveries, or funding. The Government recognizes that the line item structure in this solicitation may not conform to every offeror's practices. Failure to correct these issues can result in difficulties in accounting for deliveries and processing payments. Therefore, offerors are invited to propose an alternative line item structure for items on which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract structure is economically and administratively advantageous to the Government and the Contractor.
(b) If an alternative line item structure is proposed, the structure must be consistent with subpart 204.71 of the Defense Federal Acquisition Regulation Supplement and PGI 204.71.
