5. Reason for Authority Cited: The CCDC-AC, EODD&ED, AE&ED currently utilizes the Phantom High Speed Digital Camera system that was manufactured by Vision Research ====================== and employs software and additional hardware that is proprietary to the system. The Phantom camera system is utilized for ======= ====================. The camera system films ===================== ========================================= in which they are used to ===== ====================================== as well as ================== ==============. The flexibility of the Phantom camera system allows each camera to be used for multiple purposes and provides ================================= =============================. The new Phantom High Speed Digital Camera system will replace the older system and will be integrated into the current control system ============================================. The new equipment
High speed digital cameras manufactured by other companies would not be compatible with the Government’s current control system and would require additional equipment or a completely separate control system to integrate them ==================== ============. The Government’s current control system consists of ============ ===============================. The =============================== CineMags, are proprietary to the manufacturer of the equipment and also use software that is proprietary. Additionally, all CCDC-AC engineers have been trained in the setup and usage of the Phantom camera operation as well as the control systems associated with these cameras. High Speed Digital Cameras from an alternate manufacturer would require retraining for multiple engineers and a learning curve to obtain the required data for CCDC-AC customers. Based on the above, the Government would expect to incur program delays of ================================ for current high priority programs such as ===================================================
Also, if the Government could not replace their existing High Speed Digital Camera system with the newest state of the art technology, the ability to =============== ======================= in terms of program delays. These high speed cameras provide customers with videos and images that =========================== =====================. As a result, the Government would expect to incur program delays ========================== as follows:

6. Efforts to Obtain Competition: The Government intends to compete the brand name requirement with the manufacturer and all authorized distributors. The Contracting Officer shall publish the notices required by FAR 5.201.
7. Actions to Increase Competition: Market Research will be refreshed as necessary to determine if there have been any changes allowing for competition should the Government require additional high speed cameras. Prior to future acquisitions for the same or similar equipment, brand name or otherwise, the Government will reassess its equipment on-hand to determine if the same circumstances that supported in this justification exist in terms of high speed camera capabilities and the corresponding cost and schedule savings.
8. Market Research: Market Research was performed between May 1, 2020 thru May 6, 2020 by conducting internet web searches, querying Government databases and reviewing Federal Supply Schedules. The research found that ==============
Although ====================================================== =================================================, there are many components required for the system that =================================== ===============. Since the entire requirement ============================, this requirement will be solicited using Other Than Full and Open Competition with a Brand Name Restriction to the original equipment manufacturer and their authorized distributors.
Additional market research was performed via internet searches and identified that equipment from other manufacturer’s such as =============== are considered to be in the same =================================================== since they film at very high speeds; however, they are not compatible with the Government’s current control system due to the proprietary nature of the CineMag removable hard drives and the software those hard drives utilize to save/transfer files. As a result, the Government would expect to incur substantial duplication costs if another brand was purchased. Other brands of explosion proof camera systems such as ============== =========================; however, they are also not compatible with the Government’s current control system. Also, these other brands are considered to be in a ================================ as they do not film at as high speed as I- Speed, Photron or Phantom brand camera systems. The brands from ============= ================ would not provide sufficient video and images needed for the
Based on the above information the only high speed digital camera system that is compatible with equipment that the CCDC-AC currently utilizes is the upgraded Phantom High Speed Digital Camera System. Due to the unavailability of the entire requirement.
