Program/Equipment: NG2602 Power Supply Repair
Version – April 2016 FOR OFFICIAL USE ONLY
1. Contracting Activity: CCAP-CCB
2. Description of Action: Integrated Logistics Supports Center, (ILSC) requests a $542,500 cost ceiling increase to existing Fixed Price contract W15P7T-15-D-0020 for repair of NG2602 Power Supplies, for a new ceiling amount of $1,389,096. The Government projects award of this modification for March 2018 with fiscal year 2018, . Approval of this action is IAW DFARS 207.103(d)(i)(B).
3. Description of Supplies/Services: The NG2602, (NSN 6130-01-565-4895) is a Power Supply used in the AN/TSQ-232 family of Command Post Platforms (CPP). It is also used in the AN/TSQ-284, Harbormaster Command Control Center, (HCCC). CPPs and HCCCs are mobile command posts that contain various communications equipment.
Critical pieces of CPP/HCCC communication equipment run on 28 Volt Direct Current (VDC); however, primary external power for the CPP/HCCC is supplied as 206 Volts Alternating Current (VAC). The NG2602 converts this externally supplied 206 VAC to usable 28 VDC to power internal communications equipment. ILSC of the U.S. Army Communications and Electronics Command (CECOM) provides sustainment for the CPP/HCCC and is the requiring activity for the proposed third and final year continuation of the repair effort under contract W15P7T-15-D-0020. There is also an Item Unique Identification requirement, performed after repair has been completed.
Period of Performance: ___25 Jun 2017___ to __24 Jun 2018____
Total Value: $542,500 (proposed ceiling increase)
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c). Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.
5. Reason for Authority Cited: The source of supply in use for contract W15P7T-15-D- 0020 is Aegis Power Systems, 805 Greenlawn Cemetery Rd, Murphy, NC 28906. Aegis is the Original Equipment Manufacturer (OEM) of NG2602 and has sole possession of technical data required to repair the Power Supply. Typical failure mode of the NG2602 is repair/replacement of critical internal components for which only the OEM, Aegis Power Systems has the technical competence. The government did not acquire the technical data needed to support competitive acquisition of repair, therefore Aegis Power Systems is the only responsible source of repair. The opportunity to acquire data rights were sent to Tobyhanna for evaluation, however the data offered by the contractor was deemed insufficient. The new requirement is being currently worked on, again as a sustainment contract in Division E.
Program/Equipment: NG2602 Power Supply Repair
Version – April 2016 FOR OFFICIAL USE ONLY
There’s insufficient funds to sustain the FY18 requirements. The shortfall exists due to a design change introduced by Aegis’s subcontractor in June of 2011 that renders the NG2602 susceptible to failure during shelter power-up. The design change has increased the amount of expected failures from the prediction established when the Acquisition Requirements Package was prepared for this NMC. In retrospect, additional challenges were also present in the acquisition approach that further precluded the possibility of establishing an accurate failure rate that includes: 1) A first time acquisition of repair services for this item, 2) The government does not own or have distribution rights for the technical data, so unaware of its design related limitations 3) Typical failure modes under normal operating conditions for the item were only partially understood.
As a result, upon entering the NMC’s third and final year there’s a funding shortfall. This increase necessary in order to complete repair of NG2602’s presently in depot that are in non-functional condition and are needed in the field. There is a Modified Work Order (MWO) completed to install current regulators, preventing continuation of NG2602 damage. Based on the failure history that has transpired, efforts will be made to allocate sufficient funds to prevent a duplicate of funding shortfall for the follow-on National Maintenance Contract. Relevant information for the NG2602 Power Supply can be found in the table below.
NSN Item Name/Common Name Part #
6130-01-565-4895 28 VDC Power Supply NG2602
The NG2602 is a vital component of the AN/TSQ-232, CPP and the AN/TSQ-284 HCCC which are critical communications platforms in Tactical Operation Centers (TOC) throughout the US Army. Therefore it is essential that the on-going repair service remain in use as it is necessary to ensure that deployed U.S. troops utilizing the CPP and HCCC remain operational.
Division E recently procured Tactical Power Supplies (TPS) via Contract W56JSR-15- D0004. The specifications for this particular power supply was sent to the technical point of contact. It was discovered that this particular power supply has insufficient capacity to handle the current loads that exist in the AN/TSQ-232 and AN/TSQ-284 communications platforms.
Any substantial delay would deny Warfighters a critical capability and would result in an increased risk of serious injury or loss of life to the Warfighter.

Version – April 2016 FOR OFFICIAL USE ONLY
6. Efforts to Obtain Competition: Market research was conducted, the results of which are summarized in paragraph eight (8) below. The effort did not yield any additional potential sources to repair the NG2602 Power Supply.
7. Actions to Increase Competition: For the follow-on effort, the requiring activity (CECOM ILSC) will issue a sources sought synopsis on the Interactive Business Opportunities Page with the purpose to identify other sources for a Commercial Off-The- Shelf (COTS) or NDI 28vdc replacement for the NG2602 for a replacement power supply. If at that time another source is found, the government will compete accordingly.
It is most beneficial that the Government continue to use this contract as it serves as the most productive means to accomplish required repair of these power supplies. Waiting for a new contract to be put in place would result in an extended repair lead time thereby jeopardizing the mission capability of the AN/TSQ-232 and AN/TSQ-284 communications platforms, directly effecting the safety of the Warfighter.
8. Market Research: CECOM ILSC conducted market research through FedBizOps during April 2017. Market Survey 6149-1 was released on 04 April 2017. The goal was to identify sources that have sufficient knowledge of the NG2602 to perform the required repair and perform Item Unique Identification (IUID). This market survey confirmed that Aegis Power Systems Inc. is the only source with the required expertise to repair and provide IUID services for the NG2602 Power Supply. Based on this market research that reinforced an earlier market survey, conducted during April-June 2014 which took place in preparation for J&A 14-0029, ILSC technical experts have determined that only Aegis can meet the government’s requirement for this repair contract. In support of this J&A, another Market Survey 6247-1 was published on 9 Oct 2017, with similar results as prior Market Surveys.
9. Interested Sources: There was no response to Market Survey 6149-1.
10. Other Facts: This is a first-time acquisition of repair service for the NG2602 Power Supply by the requiring activity, CECOM ILSC. As a sustainment command, CECOM ILSC inherits the technical data acquired by the primary Materiel Developer (MATDEV).
At the time of the transition of the AN/TSQ-232 and AN/TSQ-284 from MATDEV, which was Product Manager, Command Post Systems and Integration (PdM CPS&I), they did not acquire detailed technical data for many subcomponents of the AN/TSQ-232 and AN/TSQ-284 including the NG2602 Power Supply. On 24 Oct 2017, CECOM ILSC conducted an inquiry for technical data and the response from Aegis was that certain technical data will be offered for sale. A summary of information available was forwarded to Tobyhanna Army Depot for review and their determination was that it was insufficient to support repair. CECOM ILSC estimated a nine month lead time to organically develop technical data that is either adequate to allow for organic repair or for full and open competition. Tech data was not sufficient to organic repair for these power supplies.

Procurement History: While the proposed action is the first acquisition of NG2602 repairs by CECOM ILSC, Tobyhanna Army Depot (TYAD) has established several NG2602 repair contracts with the OEM (See table below). These contracts were established to facilitate TYAD’s depot support role on the AN/TSQ-232 program. Failure data and repair cost information gained through execution of those contracts was incorporated into the Independent Government Cost Estimate for this repair acquisition.
