PERFORMANCE WORK STATEMENT (PWS) FOR

USACE AUTOMATED PERSONAL PROPERTY ACCOUNTABILTIY MANAGEMENT SYSTEM

GAP ANALYSIS STUDY

TASK ORDER: USACE PROPERTY MANAGEMENT SYSTEM STUDY

REQUIREMENTS

Contract support to conduct a gap analysis and system compatibility study between USACE Automated Personal Property Management System (APPMS) and other Department of Defense (DoD), Department of Army (DA), and other Federal logistics personal property management automated systems. Determine Enterprise Resource Planning (ERP) systems that could facilitate and support USACE Personal Property Book operations. Provide a comprehensive report illustrating system capability to support USACE Logistics Enterprise (ULE) in FY2017. Provide a comprehensive study for USACE to align personal property management with Department of the Army Single Army Logistics Enterprise.

BACKGROUND

The U.S. Army Corps of Engineers property book management systems are managed under two logistics automated information systems. Currently, APPMS is used to manage civil funded property and Civil Property Authorization Document (CPAD) authorization, and Table Distribution Allowance (TDA). Property Book Unit Supply Enhanced (PBUSE) is used to manage Communication Security (COMSEC) and Controlled Cryptographic Items (CCI) equipment.

Both systems have their own unique challenges; APPMS interface with other USACE process areas but designed in a stove-pipe structure with lack of real-time interoperability with the Army financial and logistics system. PBUSE lacks in capabilities to support property book management exclusive to USACE and other process areas particularly in USACE financial and maintenance management. It is scheduled to sunset in 2017 as part of the Single Army Logistics Enterprise (SALE) initiative.

During the development of USACE Logistics Enterprise (ULE) strategic framework, the Product Development Team (PDT) determined these challenges could setback implementation of ULE’s property book management improvement plan, and suggested further study is needed to ensure current Automated Information Systems (AIS) can support the goals of ULE. Part of ULE’s goal is to optimize USACE property book management automated system without implicating other process areas particularly in financial and maintenance management.
