About this file
This is a pre-proposal invitation issued by the Virginia Wine Board (VWB) to solicit funding applications for research, education, and marketing projects supporting Virginia's wine and cider industry for the 2027-2028 fiscal year. The VWB prioritizes projects in four areas: Viticultural & Enological Research (with extension or demonstration components), Financial Sustainability & Industry Data, Technical Education & Workforce Development (preferably in-person and regional), and Marketing that supplements existing Virginia Wine Board initiatives. The VWB will not fund product development, new business enterprises, individual business financing, legislative or lobbying efforts, or general marketing support. Pre-proposals must be submitted through a Google Form by 5:00 PM Eastern on November 10, 2026, and must include project lead information, organization details, project type and category, title, budget, one-sentence summary, objectives, beneficiaries, and anticipated industry impact. An optional informational webinar for first-time applicants is scheduled for October 19, 2026, at 11:00 AM ET. The VWB Board Members and Technical Committee Chair will evaluate pre-proposals and vote during the December 3, 2026, board meeting, with applicants notified by email within two weeks. Selected applicants will be invited to submit full proposals by February 10, 2027, with the award period running June 1, 2027, through May 31, 2028.
Funding is generated through wine liter taxes, with at least one-third of VWB funds required by Virginia Code 3.2-3005 to support viticulture and enological research. Cost-sharing or matching is encouraged but not required. Pre-proposal evaluation at the initial stage focuses on impact (addressing VWB priorities and relevance to beneficiaries) and budget reasonableness, while full proposals will additionally be assessed on project plan clarity, applicant capability, and project sustainability beyond VWB funding. The VWB is open to public and private organizations within and outside Virginia, with organizations permitted to submit multiple pre-proposals. Existing projects seeking additional funding must also submit pre-proposals. Previously funded projects are listed on virginiawine.org/pages/grants. For questions or application assistance, contact Jennifer Reichert, VWB Grant and Budget Manager, at VWBGrants@stonywater.com or 703-375-9004.

Virginia Wine Board
Invitation to Submit Pre-Proposals
2027 - 2028
The Virginia Wine Board (VWB) is soliciting pre-proposals to fund research, education, and marketing projects that implement the Wine Vision strategy1, to ensure a vibrant and sustainable industry for
Virginia farm wineries and cideries.
Priorities: For this grant cycle, the VWB specifically seeks projects in the following areas:
1. Viticultural & Enological Research (Projects must include extension or demonstration, not just research).
2. Financial Sustainability & Industry Data
3. Technical Education & Workforce Development (in-person/regional delivery preferred)
4. Marketing (see Not Sought section below).
Pursuant to § 3.2-3005, at least one-third of the Wine Board’s funding shall be expended for projects that advance viticulture and enological research concerning the growing of grapes and the production of wine in Virginia.
Not Sought: The Wine Board does NOT seek proposals for product development, to establish new enterprises, or for the benefit or profit of individuals or firms. Such proposals will be rejected. While the
VWB may incubate ideas that eventually stand on their own, these grants are not small business loans for setting up or financing individual businesses. The VWB cannot fund legislative or lobbying efforts.
General marketing support is NOT part of this grant program. Instead, funds may be available for outstanding, well-defined projects that supplement and advance the current marketing plan, or introduce Virginia wine and cider to new audiences. Marketing project ideas must reflect understanding of existing Virginia Wine Board Marketing Office efforts and priorities. Talk with the Virginia Wine Board
Marketing Office: Annette.Boyd@VirginiaWine.org. See also the separate VA Wine Board Matching
Marketing Grant program2.
Funding: Projects are funded by the wine liter tax. A list of previously-funded projects is available from virginiawine.org/pages/grants. Cost-sharing or matching is encouraged but not required.
Duration: VWB grants have a one-year period of performance. Existing projects that wish for additional funding in the coming year must submit a pre-proposal.
Eligibility: This process is open to public and private organizations inside and outside Virginia.
Organizations may submit multiple pre-proposals.
Evaluation: The Wine Board will review pre-proposals and invite selected projects to submit full proposals for consideration. An invitation to submit a full proposal does not guarantee funding. The Board will evaluate pre-proposals on the following criteria:
