PNN Music Package
Questions Asked and Answered
Q: On the Solicitation you state different categories of music compositions that are required for this project. Can you please provide an approximate quantity for each category.
If not possible can you please provide an approximate overall quantity of music segments required per month or per year. More specifically, can you provide approximately how many minutes of Persian music you need each month or each year.
A: Each category/element will only require a quantity of one each, initially. Requirements in future months will be determined by BBG/VOA programmatic needs.
Q: On the solicitation you do not provide any information in regard to the instruments you want on each category of music compositions. If you are requiring new music to be composed you must state for what instrument or instruments you want that music to be composed for. The instrumentation plays a very big role on the pricing of each composition, since musicians need to be hired to play this music for the recording section.
A: Instrumentation will be determined as part of initial concept meeting. Original music is expected to primarily consist of digital production with real instrumentation as “sweetener.”
Q: Can you please provide an approximate budged your organization has for this project for the first year, or 1+4 year options.
A: The Government anticipates issuing a blank purchase agreement as a result of this solicitation. A task order will be issued to support the music requested in Attachment 1 Draft Original Music which has a delivery date of October 5th. Additional compositions will be determined by
BBG/VOA programmatic needs and priced separately.
Q: From the deliverables list, I am counting 27 individual themes that will need to be separate compositions. This is in addition to alternate mixes and edits the will be derived from the original themes. We create packages this size and larger on a regular basis. My concern here is the timeline for the deliverables. It looks like VOA is requiring the entire package completed and delivered by 9/12/2018. This seems a bit ambitious to say the least. Am I understanding the document correctly? A project of this size will require two to three months to fully complete. This is assuming you we use live orchestrations and an extremely efficient workflow between the creative teams on both sides.
A: Most of the cut list is one theme with variations according to the usage or the topic. The timeline has been extended, and deliverables have been spaced out to accommodate a more flexible production cycle. However it is required that any potential vendor be able to adhere to the revised dates.
Q: Section C.1.5 Assumptions, BBG/VOA wants to retain full ownership of the music created. As a music publisher, copyright is the core of our business model. Would an exclusive license in perpetuity across all platforms be acceptable? If will reduce the cost of the project.
A: BBG/VOA is now seeking agreements in which a vendor retains copy rights, provided that the contract meets the following conditions: BBG/VOA shall have unlimited rights in all data delivered under this contract, and in all data first produced in the performance of this contract. This includes an exclusive, irrevocable, royalty-free, worldwide license to TV, radio, and digital distribution of all music.
