A. SOLICITATION/CONTRACT FORM
Combined Synopsis/Solicitation per FAR Parts 13.5 and 12.6
B. SUPPLIES OR SERVICES AND PRICES/COSTS
See attachment 5
C. STATEMENT OF WORK
C.1 Introduction/Overview The mission of the Broadcasting Board of Governors (BBG) is to inform, engage, and connect people around the world in support of freedom and democracy. The BBG broadcast services include two federal entities: The Voice of America (VOA) and the Office of Cuba Broadcasting
(OCB); and three BBG-sponsored grantees: Radio Free Europe/Radio Liberty (RFE/RL), Radio
Free Asia (RFA), and the Middle East Broadcasting Networks (MBN).
The BBG upholds freedom of expression and information as universal human rights. The BBG fosters and sustains free and democratic societies by exemplifying and supporting free media.
The BBG networks pursue this mission through their own engaging content on television, radio, Internet, social and mobile platforms, and also by working closely with media partners around the world that bring our content into local markets, establishing valuable connections to critical institutions that support civil society and democratic principles. With media sources proliferating around the world, information is more powerful than ever. But the existence of more media does not yield more press freedom. Using professional journalism, BBG networks provide an alternative to disinformation and extremist propaganda.
VOA uses broadcast and digital platforms, including web and social media to engage viewers, listeners, users, and friends. Radio and television broadcast to approximately 3,000 affiliates, and satellite transmissions reach countries where free speech is banned or where civil society is under threat. VOA’s mobile apps have registered more than 1 million downloads and cater to users on all major mobile platforms. With the largest audience of all U.S. international media, VOA continues to be a beacon of hope for underserved audiences who yearn for information about freedom of expression, civil society, and change.
With programming in 61 languages, thousands of media partners, and on-the-ground reporting capabilities around the world, BBG networks are also well poised to react quickly in crisis situations. In order to have impact with audiences, the BBG must provide quality programming and earn the trust of audiences. The programming of BBG networks is consumed by a worldwide audience of 278 million people in 61 languages each week.
C.1.1 Background VOA will be launching a new foreign-language channel, which will feature content for broadcast on radio, television, and across digital platforms (including social media). VOA seeks a
Contractor to create original graphics to be used in conjunction with new programming and channel branding. The BBG and the VOA will require the services of a Contractor to create a range of original graphics for use on the BBG’s new 24-hour news channel, Persian News
Network (PNN).
C.1.2 Scope
The Contractor must create a range of original graphics for the BBG/VOA news programming, for use on television and across digital platforms (including, but not limited to, websites, Facebook, Twitter, and Telegram). This may include a combination of 2D and/or 3D graphics.
C.1.3 Objectives The Contractor must create graphics as requested by BBG/VOA, and coordinate with BBG/VOA staff to ensure graphics reflect the stylistic goals and complement existing content. Coordination and collaboration with groups outside of the Agency may be required (e.g. studio designers); the
Contractor must work with partners as directed and facilitated by BBG/VOA.
The Contractor must be able to produce modern, dynamic graphics, including the full range of still and motion graphics, two- and three-dimensional elements, and professional-grade artistic design. The Contractor must be able to produce a variety of stylistically-consistent elements that meet the needs for logos, intros, transitions, and more, as required by BBG/VOA.
The Contractor must be able to produce graphics using both left-to-right languages and fonts, as well as right-to-left languages and fonts with an Arabic script.

b. Describe what, if any support and coordination would be needed from VOA.
c. Address versioning material for television, video across digital platforms, and materials adaptable for print promotion.
d. Specify a process for accepting and implementing proposed revisions from VOA.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the
Government reserves the right to conduct discussions if later determined by the Contracting
Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

After Effects Project Consolidation
1. Organize Folders, Assets & Compositions.
a. Rename all “Comps” named “Comp 1, 2, 3, etc” or <Final_NAME>FIN AAAAAb, or any variation of.
b. Name your comps something purposeful to the project or identifiable if an artist has to follow your work, i.e. <Show Name> Open with Music, <Show Name> Horz
Plasma, <Show Name> Vert Plasma, etc.
Additionally please avoid special characters using only [a-z][A-Z][0-9] and “_” in your layer names. The special characters at times can cause issue with Dynamic
Linking in the Adobe pipeline.
b. A purposeful comp name will help an artist, or Future You quickly identify exactly comp what should be versioned or changed.
c. A systematic, artist-user friendly project window folder structure will be implemented for quicker access to content changing assets for more efficient versioning by another artist.
2. Then Remove, Consolidate, and Reduce your After Effects Project.
a. This action can be completed by the following steps:
i. >File>Remove Unused Footage
1. This action will remove files that are not being directly or indirectly used inside the project
ii. >File>Consolidate All Footage
1. This action will remove duplicate files and saves single copies of assets inside the project.
iii. >File>Reduce Project
1. This action deletes everything except for items used directly in a selected comp (i.e. Extra nulls, unnecessary text layers, etc.)
3. Collect your Files.
a. Now that the project has been simplified, you can move everything to a single location.
This action is completed by the following step.
i. >File>Collect Files
ii. This action will generate a new folder with the project name, project file, and a text document on the item included in the project.

Capping video levels for on-camera studio graphics
Any graphic or design element that will be displayed on-camera in TV studio monitor or video wall must have the luminance levels significantly capped to avoid blooming on camera. The greater the area of white or near white, the lower the peak luminance level needs to be.
For design elements, artist must preview and confirm acceptable on-camera color levels with robotic camera/video shading operator before content airs.
MONITOR DISPLAYS: If only involving text, accents or small areas, peak white is 80% max. If large areas, peak level is 70%. If all-white/near-white background, peak level may be as low as
65% (see above required on-camera confirmation).
VIDEO WALL DISPLAYS: Text/accents/small areas: 80% max; Large areas: 70-75%. Video walls display color and interact with lighting and the camera differently than plasma, LCD or
LED monitors. Generally speaking, whites are not as hot. However, each video wall in each studio has unique color behavior, requiring careful testing and confirmation by the artist for accurate presentation of design elements.
Options to achieve level capping:
-Very top level Adjustment Layer in After Effects deliverable render composition with “Levels” effect applied, adjust OUTPUT WHITE value (ensures safe levels across the board).
-Specifically applied “Levels” effect to white/bright elements.
“Levels” Output White settings (0-255): 200 = 78%; 190 = 75%; 175 = 69%; 165 = 65%
