SUBJECT: Sole Source Justification for C20-040 Vertical Machining Center

1. The Reverse Engineering and Critical Tooling (REACT) Lab has a requirement for a vertical machining center for post processing of metal 3D printed components. The requirement is for one

(1) HAAS VF-2 vertical machining center with high speed machining capabilities. This machine has specifications to meet all REACT requirements for machining the required material and part sizes. The requirement also includes all tooling needed for full operational capability and machining of various components.

2. Current REACT machine tools are also of the HAAS brand with all of REACT’s engineering technician’s training occurring on HAAS brand equipment. The requirement for the HAAS VF-2 machine is replacing a similar 2001 model year HAAS vertical mill that no longer has the capability to machine complex components. Most notable is the control interface familiarity that will cause additional training for REACT’s engineering technician. Additionally, REACT works closely with the 553rd squadron. Both entities provide backup and redundancy in case of critical need or machine downtime. The 553rd currently operates two (2) HAAS VF-2 machines that were purchased in 2018. This requirement for the same machine within the REACT lab will enable 553rd support for REACT in cases where REACT lacks capacity and vice versa. Having the same machine tool allows for simple program sharing and familiarity between the two entities, reducing the opportunity for errors and reducing the need for training and additional programming time that would be needed if transitioning to a different brand. This machine will inherently be a single point of failure for the REACT lab’s post process machining requirements of production metal 3D components, therefore, when reaction time is critical, it is imperative that REACT has 553rd support with the same equipment for backup capacity.

3. Per the Contractor Memo provided by Haas Automation, Phillips Corporation is the sole and exclusive distributor of Haas CNC Machine Tools. There are the only company capable of providing the requested items and services. OBCA recommends a sole source acquisition to Phillips Corporation.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 333517 looking for companies that could provide a Vertical Machining Center. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Vertical Machining Center. In review, only Phillips Corporation is the sole and exclusive distributor of Haas CNC Machine Tools.

5. The Government will continue to monitor the market to determine if Haas Automation allows other distributors of their products.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
