Vertical Machining Center (Sole Source)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is being issued as a Request for Proposal (RFP) IAW FAR Part 13. The government intends to award a firm-fixed price (FFP) contract for one (1) Haas VF-SSYT

Vertical Machining Center (VMC). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-01, Defense Federal Acquisition Regulation

Supplement Change Notice (DPN) 20190531, and Air Force Acquisition Circular (AFAC) 2019-

1001.

The Air Force Sustainment Center (AFSC/PZIMA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract, sole source to Phillips Federal Division. for the acquisition of material listed below.

Description of Items:

1. SCOPE:

The Contractor shall provide all labor, tools, equipment, material, parts, quality control, and transportation necessary to provide delivery, installation, startup, and on-site training for one (1)

Haas VF-SSYT Vertical Machining Center (VMC) in building 9001, Post E-35 at the Oklahoma

City Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective

Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment;

lifting equipment and any incidentals necessary to perform the requirements of this Statement of

Work (SOW). The Contractor shall be responsible for ensuring all services, parts, and components provided under this contract are IAW the terms and conditions outlined in this

SOW.

Any documents required by manufacturers in connection with specific acquisition functions should be obtained from the contracting activity or as directed by the contracting officer.

2. REQUIREMENTS:

2.1 Item Description – 76 CMXG/MXDER is requesting one (1) Haas VF-SSYT Vertical

Machining Center (VMC).

2.2 Installation – The Contractor shall install the Haas VF-SSYT VMC. The Contractor shall also make all the necessary adjustments and demonstrate to the Government Point of Contact

(GPOC) that the system is fully operational.

2.3 Training – The Contractor shall provide maintenance and operation training for up to five

(5) Government employees.

Delivery Information:

FOB: Destination to Tinker AFB, OK 73145. Shipping must be included in price. Net 30.

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.

FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will evaluate based on the lowest priced offer that can fulfill the described requirement.

FACTOR 2 – COST/PRICE

The Government shall evaluate the Total Evaluated Price (TEP) of all technically acceptable

Offerors. The TEP will be calculated as the sum of the offeror’s proposed prices for all CLIN(s).

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management

(SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

(b) The Contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty, at no additional cost to the Government. A copy of the warranty proposed shall be provided with the offer.
