About this file

This is a Small Business Subcontracting Plan document required by the Commonwealth of Virginia for bidders responding to a one-time procurement for kitchen oils and shortening. All potential bidders must include this completed form with their bid response to be considered responsive to the solicitation. The Commonwealth has established a goal that over 42% of its purchases be made from small businesses, and bidders are required to demonstrate their plan for utilizing certified small businesses in the performance of the contract during the initial contract period.

Bidders certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as micro or small businesses need only complete Section A of the form by providing their certification number and certification date. Bidders that are not DSBSD-certified small businesses must complete Section B, identifying specific DSBSD-certified small businesses, including women-owned, minority-owned, and service-disabled veteran-owned businesses, that will participate as subcontractors, suppliers, or partners. Bidders planning to use subcontractors must detail each small business subcontractor's company name, certification number, certification type, contact information, and the dollar value or percentage of work to be subcontracted. Importantly, the proposed small business participation percentages or dollar amounts identified in the bid will be incorporated as contract requirements, and failure to meet the proposed participation levels may result in breach of contract.
