About this file
This is a Small Business Subcontracting Plan form required by the Commonwealth of Virginia for the VDC/VDOT Work & Safety Gloves term contract. All bidders must submit this document to be considered responsive to the procurement. The form requires bidders to disclose their plans for utilizing Virginia Department of Small Business and Supplier Diversity (DSBSD)-certified small businesses, including women-owned, minority-owned, and service-disabled veteran-owned enterprises, in the performance of the contract during the initial contract period.
The Commonwealth has established a goal that over 42% of its purchases be made from small businesses. Bidders certified by DSBSD as micro or small businesses need only provide their certification number and certification date. Bidders that are not DSBSD-certified small businesses must complete the utilization section, identifying specific subcontractors and the dollar value or percentage of work to be subcontracted to certified small businesses. The form requires detailed information for each proposed subcontractor, including company name, DSBSD certification number, contact information, certification type, and a description of work to be performed. Importantly, the proposed participation percentages or dollar values become contractual requirements, and failure to achieve the stated participation levels may result in breach of contract.
