About this file

This Request for Proposal (RFP) document is issued by Middlesex Community College (MCC), a Massachusetts community college system operating two campuses in Bedford and Lowell. MCC seeks competitive proposals from qualified vending companies with a minimum of three years' successful industry experience to provide snack and beverage vending services across both campuses. The service encompasses supplying, installing, maintaining, and servicing heavy-duty commercial vending equipment that accepts multiple payment methods including credit/debit cards, coins, and bills, with ADA compliance and EnergyStar certification required. Currently, 14 vending machines operate on MCC's campuses (5 snack and 5 beverage machines at Lowell; 2 snack and 2 beverage machines at Bedford), though this number may adjust based on mutual agreement. The RFP was issued June 3, 2026, with proposals due June 22, 2026, by 11:59 p.m. EST. A mandatory site visit is scheduled for June 10, 2026, at 10:00 a.m., beginning at the Bedford Campus and concluding at the Lowell Campus. The written question deadline is June 12, 2026, with MCC responses due June 16, 2026. Contract award is anticipated July 1, 2026, with a service start date of August 1, 2026. The initial contract term extends from August 1, 2026, through June 30, 2029, with two optional one-year renewal periods extending through June 30, 2031.

The contractor must establish a commission structure based on gross sales (excluding applicable taxes and credit card processing fees), which represents a key evaluation factor. Historical annual vending revenue for MCC demonstrates sales of $35,014.59 in FY25, $39,071.11 in FY24, and $31,339.37 in FY23, provided as guidance only without guarantee of future performance. Product pricing must remain firm for the initial contract year and be competitive with regional institutional and retail environments; any subsequent price adjustments require 30 days' advance written notice with documented justification. The contractor must remit monthly commission payments within 30 days of each calendar month's close, accompanied by detailed sales reports including product-level data, machine locations, gross sales, commission calculations, and service interruption documentation. Proposals are evaluated on a 100-point scale weighted as follows: Bidder Qualifications and Service Approach (40 points), Proposed Services (40 points), and Financial Proposal (20 points). The contract award will be made to the bidder offering the best combination of price, capability, and service options; the lowest bid does not constitute the winning proposal. All vending equipment remains the contractor's property, and the contractor assumes full responsibility for equipment cleaning, sanitation, maintenance, repairs, and removal upon contract expiration.
