1. ITEM #2 – THERMAL FLUID IRONER; ITEM 7, 110/120 LB. GAS HEATED TUMBLER; ITEM 8, GARMENT TUNNEL FINISHER
a) Para d), (p.1) states: “The contractor is responsible for preparation, submission, and approval of all South Coast Air Quality Management District permit application for new equipment including Title V review that is required anytime there is change in permitted equipment.”
Q1 Same request for clarification as Project Special Requirements question #1 above: confirm that the VA is responsible for administratively amending its Title V Facility Permit.
Answer – Yes. It will be the VA’s responsibility for administratively amending its Title V Facility Permit.
b) Para g) (p.1) states: “… if applicable to the dryers offered, the 110/120 LB. dryers [Item 7] will need to be periodically source tested with a portable NOx tester. Once the dryers pass three monthly portable tests in a row, testing is required only quarterly…” And also states: “Monthly fuel consumption for each dryer need to be maintained in log book available for inspection for five years.” This specification paragraph referring to Item 7 (Qty. 4) 110/120lb. Dryers appears to include statements about how source testing procedures and record keeping are typically accomplished.
Q1 Clarify if the successful bidder, or the VA shall be responsible for performing: the periodically source testing with a portable NOx tester. Such periodic source testing work is typically a facility managed function extending beyond the stated contract performance period.
Answer – VA shall be responsible for performing: the periodically source testing with a portable NOx tester.

2. ITEM #3 – CLEAN SIDE OVERHEAD SEMI-AUTOMATIC STORAGE SYSTEM
a) Para. 1 (p.7) States “System shall be capable of receiving clean sling bags from sling carts...”
Q1 Confirm that the statement “receiving from clean sling carts” means the monorail system is to be provided with a semi-automatic lift station capable of receiving clean dry textiles that are processed in the new 120-lb dryers (Item 7).
Answer – Confirmed. The monorail system is to be provided with a semi-automatic lift station capable of receiving clean dry textiles that are processed in the new 120-lb dryers (Item 7).
| 3. | ITEM #5 – SEMI-AUTOMATIC CART WASHER/DRYER |
| a) | Para. 22 (p.10) & 29 (p.11) In part state “The system shall be connected with the existing remote truck washing system piping and will be equipped with a new sixty (60) Ft. length of high temperature hose designed to withstand a minimum of 600 PSI high-pressure on an automatic retractable hose reel.” |
Q1 During site visit, it was noted that existing retractable reel and high pressure hose with insulated spray gun is recently new. However, the existing high pressure temper water piping connecting the system with the hose reel appears to be original and only 150-lb PSI rated. Recommend VA consider retaining the existing wall-mounted reel and hose set-up; and only replace the overhead tempered water piping with new rated @ +600PSI and insulate/PVC jacket as well as replace the existing key switch control and interconnecting circuit with pump control unit.
