Amendment 00004 hereby incorporates the following change(s) into the solicitation package:
A.) VENDOR QUESTION, 12/05/17:
17.) DDC Direct Digital Control system. Usually the facility has a sole supplier for their systems. Do you know the name of the firm that we can contact for this service. Nothing listed in the RFP.
VA REPLY: Jonson Controls, Inc. is the primary system used at the facility. Recommended point of contact is Kevin Hintz (ph: 608-327-9864).
B.) VENDOR QUESTION, 12/05/17:
14.) Civil drawings sheets include “not to scale” drawings (Sheets CD301. CG301, CS301, CU301, LP301). In order to accurately identify quantities, please provide dimensioned drawings or quantities of required materials.
VA REPLY: The scale for those drawings is in the upper right-hand corner of the drawings. The “Not to Scale” in the lower right is for the key plan.
C.) VENDOR QUESTIONS, 12/05/17:
3.) Spec Section 05 12 00 Structural Steel Framing 1.5 Quality Assurance B. Installer Qualifications state AISC -Certified Erector, can this spec requirement be waived for this project? VA REPLY: Due to the limited amount of steel work on this project, the VA hereby waives this requirement.
4a.) Spec Section 05 12 00 Structural Steel Framing 1.5 Quality Assurance A. Fabricator Qualifications state AISC Quality Certification Participant designated as AISC Certified Plant. Can this requirement be waived for this project.
VA REPLY: Due to the limited amount of steel work on this project, the VA hereby waives this requirement.
D.) VENDOR QUESTION, dated 12/14/17:
Our company is going to be bidding the lightning protection system on the above mention project. We are requesting a list of Electrical Contractors who are or may be bidding; so we can get our quote out to them, thanks.
VA REPLY: The government is not able to provide such information. The VA recommends your company monitors www.fbo.gov and contact any other interested vendors, both subcontractors as well as prime general contractors and let them know you would like to give them pricing.
E.) VENDOR QUESTIONS, dated 12/15/17: I attended the pre-bid meeting for this project yesterday. I understand RFI questions are to be sent to you. Please let me know if I have contacted the wrong person. I am putting my bid together for the Fire Protection scope of work. Below are a few questions I have.
1. The bidding documents are indicating storage. There a few things I need to determine the sprinkler system design and requirements.
0. The storage height. The interior elevation, sheet AE203 indicates rack height of 15’-2” will there be storage on top of these racks.
VA REPLY: No storage above top of rack (see manufacturer photo below).
0. What is being stored on the racks? Miscellaneous commodities, plastics, furniture. Please be specific if you can.
VA REPLY: The commodities stored in the warehouse will vary (miscellaneous commodities consisting of anything from furniture to wheelchairs to medical equipment to electronics awaiting shipment to the recycler).
0. Will the commodity be shrink wrapped?
VA REPLY: The items will not necessarily be shrink wrapped.
0. Will there be solid shelves on the racking?
VA REPLY: The shelving will have a solid base.
1. The Bidding drawings indicate no schedule 10 pipe to be used, but the spec indicates that schedule 10 pipe is acceptable for 2 ½” pipe and larger. Which should we go by?
VA REPLY: The specification supersedes the drawings.
1. The spec gives a flow test, but it does not indicate a location or a date. Is that known?
VA REPLY: Date and location is not known. Contractor is responsible for obtaining their own flow data.
F.) VENDOR QUESTION, 12/18/17:
1.) I am not seeing any detail on the utility transformer location. I can’t tell from the plans if the transformer is inside or outside. I would assume outside just for safety. Usually a medium voltage transformer is not installed in a building.
VA REPLY: See sheet ES101 for location. The utility transformer is located just beside Existing Building 415, at the location requested by the VA, and is designated with a keynote #2.
2.) The one-line diagram on E601 makes it look like there is a separate electrical room. Is that the case or is all the electrical in the data room as indicated on EP101?
VA REPLY: Room 101 on Sheet EP101 is both the data room and the electrical room (Designated as Data/Elec on Sheet EP101) on both Detail 1 and the enlarged Detail 4 on Sheet EP101.
3.) Is there a detail that can be provided on the electrical and telecommunication pull boxes?
VA REPLY: Sheet E-501 Detail 8, indicates requirements for the pull-boxes. It also references the specifications where most of the information on construction of the pull-box is contained.
4.) What is the government looking for with the medium voltage loop? Are we to pull the wire just to B415 and make all connections there, or are we to pull it out further to prevent splicing? If so how far and what is the distance?
VA REPLY: The new transformer outside of Building B415 is to be connected into the medium voltage system by connecting it to the primary side of the existing medium voltage transformer located just adjacent to the new transformer. In addition, the medium voltage loop shall be continued as indicated on the single line diagram. Provide all appurtenances required to splice medium voltage conductors. Coordinate tie-in points with the Tomah VAMC engineering staff as called for on Sheet E-602.

Location and date for the public bid opening has not changed since the last amendment was issued. Bids are due no later than the public bid opening start time of Tuesday, January 16, 2018, 1:00 p.m. CST at 115 S. 84th Street - Suite 101, Milwaukee, WI 53214-1476.
