DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID: VA261-18-AP-7835
1. Contracting Activity:
Department of Veterans Affairs/Service Area Office West, Network Contracting Office (NCO) 21, 3230 Peacekeeper Way, Bldg. 209, McClellan, CA 95652
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Health Care for Homeless Veterans (HCHV) Contracted Emergency Residential Services (CERS) Program exists to provide a means of removing homeless Veterans from the street or habitation unfit for humans and placing them in community-based, residential environments with sufficient supportive services to meet their basic needs and ultimately, facilitate the improvement of their overall health status and housing situation. Lengths of Stay typically range from 30 to 90 days with the option to extend based on clinical need.
The VA intends to execute a bilateral modification with the current contractor, River City DUNS: 107546152, to increase the usage on this contract by 3 beds per day or 1,095 beds per year at a unit price of per bed. The estimated cost for this increase is
Estimated quantity is increased from 4,380 beds (12 beds per night) to 5,475 beds (15 beds per night).
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
River City is the only available facility capable of providing the required services without the Veterans Health Administration experiencing unacceptable delays in fulfilling its requirements.
The Sacramento area continues to demonstrate a higher than anticipated number of homeless Veterans in its catchment area. Many Veterans have been turned away from this residential program this year because usage has been over the 12 beds in the contract. The average daily census has been over 14 for the first 6 months of the contract). The VA is committed to its initiative to end Veteran homelessness, and the Sacramento area requires more emergency housing beds in order to make progress towards meeting that goal
The HCHV program requires contractor facilities to conform to the current Life Safety Code. A contract cannot be awarded a multidisciplinary VA team conducts a survey of the contractor’s facilities to assure the facility provides acceptable level quality care in a safe environment. River City has already been inspected by the VA’s multi-disciplinary team, which includes fire safety, security, nutrition, clinical review, medication review, and homeless coordinator review.
The VA currently has 14 Veterans staying with River City, and a satisfactory history of serving homeless Veterans under its current and previous contracts and agreements. There are no other residential treatment facilities in the direct vicinity of public transportation and medical center capable of sheltering this number of Veterans from now until September 29, 2018.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was not conducted for this modification other than a review of pricing information on similar requirements. This modification is to add additional quantities for services already in an existing contract. As it appears future needs of VANCHCS could exceed current quantities on the existing contract, a new Indefinite Delivery Indefinite Quantity is being pursued to better align the requirements with the anticipated growth and needs of VANCHCS.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
