Contractor shall provide all labor tools, material, equipment, transportation, supervision, coordination and services necessary for the construction of a Research and VMU building of approximately 95,000 GSF , 2 story building with a below grade vivarium floor, interstitial floor, and a loading dock. associated utilities, site demolition, walkways, paving, road work, and landscape for the VA Palo Alto Health Care System. The project is to be certified LEED Silver or better upon completion of construction.
The applicable North American Industry Classification System (NAICS) is 236220.
The Government intends to award a firm fixed price contract as a result of this solicitation and award without discussions. Bidders MUST propose a price for each CLIN.
In Block 14 of the SF1442 of this solicitation, Offeror's shall provide their Dunn & Bradstreet number and TIN number with their company name and address.
Deduct Alternate Items will be accepted in the order listed in the solicitation (Descending Order).
The estimated cost range for this project is between $50,000,000 and $100,000,000.
This solicitation provides for full and open competition/unrestricted. Award is subject to availability of funds.
A PLA is not required by this solicitation. Offerors may 1) choose to include a PLA, 2) choose not to include a PLA:
or 3) choose to submit both (a proposal with a PLA, as well as, a proposal without a PLA).
All PLA's must conform to Federal Acquisition Regulation Subpart 22.5 Use of PLA for Federal Construction Projects.
No additional points or weight will be assigned to proposals submitted with a PLA. PLA proposals will NOT be given additional weight towards their technical proposals or towards selection of a proposal for award. Offerors who choose to provide a proposal including a PLA shall do so in compliance with FAR 52.222-33 and FAR 25.222-34.

INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS
(a) Bidding materials consisting of drawings, specifications and contract forms may be obtained by qualified General (Prime) Contractors interested in submitting bids direct to the Department of Veterans Affairs. A maximum of 0 sets may be issued when requested. Up to 0 sets of drawings and specifications will be furnished upon request to subcontractors for their use in preparing subbids for General (Prime) Contractors. Suppliers and subcontractors listed above shall show in their requests the work or equipment for which they intend to prepare subbids.
(b) One set of drawings and specifications may be obtained by Builders Exchanges, Chambers of Commerce, Quantity Surveyors, trade and microfilming organizations.
(c) Bidding materials may be obtained only upon written application to the issuing office. Bidders should allow 5 working days after receipt of their request by the issuing office for reproduction, in addition to mail delivery time when requesting bidding material.
(d) Subcontractors, material firms and others interested in preparing subbids may, upon application to the issuing office, obtain a list of organizations, such as Builders Exchanges, Chambers of Commerce, Contractors and others, who have received bidding materials.
(e) While no deposit will be necessary, return of the bidding material, postage prepaid, to the issuing office within 10 days after date of opening bids will be required. In case no bid is to be submitted, the return of the bidding material, as soon as this fact has been determined and before the date of opening bids, is requested. If you decide not to bid on this project, please advise the issuing office of your reasons (the contracting officer should modify accordingly if a deposit is required).
(f) A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then.
(g) If the contract will exceed $100,000 (see FAR 28.102-1 for lesser amount), the bidder to whom award is made will be required to furnish two bonds, a Payment Bond, SF 25A, and a Performance Bond, SF 25, each in the penal sum as noted in the General Conditions of the Specification. Copies of SFs 25 and 25A may be obtained upon application to the issuing office.

This is part of phase II Centers for Ambulatory Care, Polytrauma, Blind Rehabilitation and Research. The two independent major construction projects of Recreational Therapy, Radiology Consolidation, Loop Road and Parking Structure 2 are in construction concurrently with the Research. Parking Structure 2 will be in progress adjacent to the Research Site at the time of award; therefore extensive coordination is required with the general contractor.
VA Palo Alto Medical Center is to remain fully operational during construction. Parking will be limited and special attention need to be made to avoid any disturbance to the daily operation of the hospital. Period of Performance: 910 calendar days.

| a. | Contracting Officer: The services to be performed under this contract are subject to the direction, control and approval of the Contracting Officer. Only contracting officers acting within the scope of their authority are empowered to execute contract modifications on behalf of the Government. |
| b. | Project Manager: The Contracting Officer's representative responsible for administering contracts under the immediate direction of the Contracting Officer. |
| c. | Resident Engineer: The Contracting Officer's authorized representative at the construction site. When more than one Resident Engineer is assigned to a construction project one is designated as being incharge and is called the "Senior Resident Engineer". The Resident Engineer is responsible for protecting the Government's interest in the execution of the construction contract work. Duties include surveillance of all construction work to assure compliance with the contract documents, interpretation of the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. The Resident Engineer may issue change orders to the Contractor within the limitations set forth in his delegation of authority from the Contracting Officer. |

Clearly describe the prime responsible firm (or firms if J/V) and individuals as well as the roles and responsibilities of individuals proposed as consultants and sub-contractors. Provide a list of all consultants and all proposed major subcontractors, including telephone number, address, and name of contact.
c) Company Quality Control Plan: Provide plan to document company methodologies for ensuring the quality of deliverables conformance with VA program requirements.
Past Performance – This factor will be evaluated on the basis of Past Performance Questionnaires completed by references of projects submitted under Construction Management – Corporate Project Experience to determine client satisfaction, and the past safety record of prospective contractor. The Evaluation Team may consider past performance data from a wide variety of sources both inside and outside the Federal Government.
0. Past Performance Questionnaires – The Offeror or references will submit completed questionnaires to the Contracting Officer by the due date and time for receipt of proposals. The questionnaires will be evaluated to determine client satisfaction, for elements including Quality Control, Effectiveness of Management, Timely Performance, and Compliance with Labor and Safety Standards. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.
0. Safety Record – The Offeror will provide documentation that specifies Contractor in question has no more than three serious, or one repeat, or one willful OSHA or EPA violation(s) in the past 3 years and has an Experience Modification Rate (EMR) of equal to or less than 1.0.
Schedule - This factor will be evaluated on the basis of a Proposed Progress Schedule.
1. Proposed Progress Schedule - Offeror will provide a proposed progress schedule. The proposed schedule will be evaluated for realism and reasonableness. The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule will indicate specific tasks with dates for each step of the process including: mobilization, demolition method and sequencing, excavation, structure completion, exterior finishing, procurement and installation of equipment; provisions for overtime or shift work, relocation of existing equipment, site utilities, roadway realignment, tests and final inspection. The Offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.
D. SMALL BUSINESS PARTICIPATION: This factor will be evaluated on the basis of whether offeror qualifies as a small or large business.

E. CONSTRUCTION PROJECT MANAGEMENT SOLUTION
DESCRIPTION:
The purpose of this document is to describe the process for the Department of Veterans Affairs (VA) contractors to gain access to the VA TRIRIGA Construction Project Management Solution (CPMS). This deliverable documents the process for VA contractors to procure access to use the TRIRIGA CPMS (including any required hosting fees) in a format that can be shared with VA contractors per a stand-alone appendix to this document (Reference Appendix A). VA is not responsible for the cost of contractors acquiring access to or any hosting cost associated with the contractor access.
The objective of the VA Contractor Licensing Process is to provide a clear, effective, and easily understood process for VA contractors to acquire appropriate access to the VA TRIRIGA CPMS.
VA requires an enterprise Construction Project Management (CPM) capability that enables their construction project teams to better manage projects across VA. As part of this effort contractors will have access to the new capability which will create a collaborative environment between the contractor and VA.
The VA TRIRIGA CPMS is a modern, web-based information technology system that provides comprehensive facilitation of the VA construction project management life cycle.
The TRIRIGA system supports the VA Facilities Management Transformation Initiative (VAFM) as a part of the Integrated Operating Model’s (IOM) (Major Initiative #11). The purpose of the VAFM initiative is to assist VA with meeting its goal to:
