3. Requisition No.: V6V002MCF28
4. Company Name (include address):
Digital Intelligence 17165 West Glendale Drive New Berlin, WI 53151-2737 Phone: (262) 782-3332 Email: sales@digitalintelligence.com
5. Performance Period: Delivery required by 05/02/2016
6. Description of Supplies/Services: Internal Revenue Service Criminal Investigation requires 25-part # W3851 UltraKit + TD3 Forensic Imager (v4.1) Forensic hardware write blockers (USB3 IDE/SATA-R/O, SAS, USB 3.0, Card Reader, FireWire) & TD3 Kit with protocol modules.
7. Authority Permitting a Sole Source Acquisition: FAR 13.106-1(b)(1)—Contracting Officers (COs) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available.
Check the appropriate authority from the list below:
Only one responsible source;
Brand-name specification;
Unusual and compelling urgency;
Industrial mobilization, engineering, developmental or research capability, exclusive licensing agreement, or expert services.
8. Describe why only one source can perform the required work.
The required equipment is proprietary to the manufacturer, and there are no authorized resellers. Only one company can provide the equipment.
The Treasury Computer Forensic Training Program (TCFTP) is a Joint DHS/Treasury Computer Forensics Training Program that consists of ICE, the U.S. Secret Service (USSS), and the Internal Revenue Service’s Criminal Investigation (IRS-CI). Since its inception in 1997, the TCFTP has trained thousands of computer forensic examiners and developed into one of the premier computer forensics programs in the world, with over 600 special agents currently deployed throughout the United States and abroad.
TCFTP Headquarter lab and training personnel from each of the agencies have been involved in reviewing and testing hardware write blockers, forensic bridges, and drive duplicators. They have determined that the aforementioned kit of write blockers, forensic bridges and drive duplicators are compatible with and will perform properly given the standard computer hardware and software configurations used in the forensic environment.
They have experienced other brands/models that did not work with our hardware setup, which make them insufficient for our needs. These specific devices are an integral part of the course curriculum and training material, lesson blocks and classroom exercises have been developed around these software products. It is additionally important that these brands/models be purchased for consistency, since the same equipment is issued nationwide to all other forensic examiners within the three participating agencies
These specific brands meet the needs of the TCFTP. They are readily available in the commercial marketplace.
These items are needed by 5/2/2016 in preparation for a class of 24 students taking place in early May. Given scheduling constraints, this class does not have the flexibility of being moved around, and so these items must be delivered by 5/2/2016. If award is not made in time to meet the required delivery, in addition to having employees unable to perform the duties of their newly acquired positions as Computer Investigation Specialists for potentially another year for some of the employees of IRS and partner agencies.
9. Describe the informal market survey and the results, or state why a market survey was not conducted.
Program office searched part number availability on NASA SEWP and GSA Advantage, and the specified equipment was not available in either place. Digital Intelligence is a small business that holds Federal Supply Schedule (FSS) contract GS-35F-0681R, but this equipment has not been added to their FSS contract. Program office contracted the manufacturer and sole proprietor, Digital Intelligence, for a market research quote and a sole proprietor letter, both of which are attached to the requisition.
