Section 1: Background and Purpose

1.1 Agency Overview

The United States Fire Administration (USFA), a component of the Federal Emergency Management Agency (FEMA) under the Department of Homeland Security (DHS), serves as the nation's primary federal authority for fire prevention, fire research, and fire service training. Within USFA, the National Fire Data Center (NFDC) operated the National Fire Incident Reporting System (NFIRS) and oversees its successor platform, the National Emergency Response Information System (NERIS), which together constitutes the nation’s largest all-hazard incident database.

The NFDC is responsible for collecting, analyzing, publishing, and disseminating fire and emergency incident data to support evidence-based fire prevention, resource allocation, and policy decisions at federal, state, and local levels. The National Fire Data Training Corps (NFDTC) is a USFA/NFDC initiative to build national data literacy competency across the American fire service workforce, from entry-level firefighters through executive fire officers.

1.2 Enabling Legislation

1.2.1 Fire Prevention and Control Act of 1974 (Primary Enabling Statute) The Fire Prevention and Control Act of 1974 (15 U.S.C. §§ 2201 et seq.) establishes the foundational authority for USFA operations:

· 15 U.S.C. § 2201 — Congressional Findings: Congress found that fire is a serious national problem requiring federal investment in fire data, research, and professional training.

· 15 U.S.C. § 2204 — Establishment of USFA: Establishes USFA within FEMA, authorizing USFA to provide national leadership in fire protection.

· 15 U.S.C. § 2206 — National Fire Academy: Authorizes NFA to develop curricula and deliver training to fire service professionals, including through contracts with organizations and individuals.

· 15 U.S.C. § 2207 — Management Studies and Quantitative Analysis: Authorizes USFA to conduct quantitative data analysis of fire service operations.

· 15 U.S.C. § 2208 — National Fire Data Center: Establishes the NFDC and authorizes it to collect, analyze, and disseminate national fire data.

1.2.2 Complementary Federal Authorities

· Foundations for Evidence-Based Policymaking Act of 2018 (P.L. 115-435)

· Federal Data Strategy (OMB 2019, updated 2021)

· Executive Order 14303 (May 23, 2025) — Data governance, reproducibility, and data lineage

· OPM ECQ Update (January 2025) — Data Literacy added as SES ECQ sub-competency

· FISMA (44 U.S.C. § 3551)

1.3 Program Objectives

The NFDTC shall achieve the following objectives:

1. Build nationally consistent, standards-based data competency across the American fire service workforce;

2. Improve the quality, completeness, and analytical utility of NFIRS/NERIS incident data through improved firefighter and officer data literacy;

3. Develop a professional cadre of fire service data analysts aligned with NFPA 1022 Standard for Fire and Emergency Services Analyst Professional Qualifications across three domains (Data Analytics, GIS Analytics, Business Analytics);

4. Provide a structured, multi-tiered learning pathway from NFPA 1010 Standard on Professional Qualifications for Firefighters and 1020 Standard for Fire and Emergency Services Instructor, Fire Officer, and Emergency Medical Services Officer Professional Qualifications

5. baseline data competency through NFPA 1022 professional analyst proficiency;

6. Award the USFA/NFA Data Analyst Certificate to learners completing the full program;

7. Support MO and EFO Program prerequisites through 2–3 foundational data literacy courses; and

8. Establish a sustainable, continuously improving national training infrastructure for fire service data education.

1.4 Background — The Workforce Skills Gap

The American fire service faces a significant data literacy gap at every organizational level. This gap has two dimensions:

First Dimension — Entry-Level and Operational Gap While NFPA 1010 and NFPA 1020 contain foundational data-related KSAs — including incident reporting, NFIRS/NERIS data entry, records management, post-incident analysis, community risk data, and performance reporting — the training resources needed to translate these standard-level requirements into genuine workforce skills are inconsistent and underfunded, particularly for smaller and volunteer departments.

Second Dimension — Advanced Analytical Gap Fire officers at battalion, division, and executive levels are expected by NFPA 1020 FO III and FO IV to use data for community risk analysis, performance reporting, budget justification, and strategic planning — but lack access to advanced analytical training in the three NFPA 1022 domains (Data Analytics, GIS Analytics, Business Analytics) needed to fulfill these expectations. Domain-specific expertise in each of these three areas requires distinct SME qualifications; the NFDTC addresses this by maintaining four specialized SME roles (one per domain plus a management dimension role) as specified in Section 5.

The NFDTC addresses both dimensions by:

1. Building from the NFPA 1010 and NFPA 1020 data KSA baselines that firefighters and officers already possess;

2. Providing structured, tiered curriculum across three distinct NFPA 1022 domains, each developed by a domain-qualified SME; and

3. Advancing learners from their existing NFPA 1010/1020 competency toward NFPA 1022 professional analyst proficiency in their chosen domain specialty.

Section 2: Scope of Work

2.1 Overview

The contractor shall provide all personnel, management, supplies, and services necessary to design, develop, deliver, and maintain the NFDTC training program. Work is organized into five Work Areas as set forth in Sections 2.2 through 2.6. Throughout all Work Areas, the contractor shall utilize the five distinct SME roles specified in Section 5 — the four NFPA 1022 domain SMEs (Data Analytics, GIS Analytics, Business Analytics, Business Management) and the NFPA 1010/1020 Baseline Standards SME. These roles are distinct and shall not be consolidated, genericized, or combined without written COR approval and documented dual-domain qualification.
