About this file

This document is a user guide for therapeutic shoe ordering under a contract between the Wisconsin Department of Corrections (DOC), through its Purchasing Services Section, on behalf of the Division of Adult Institutions (DAI), and awarded vendor Orthofeet. The contract enables DOC facilities to procure specialized therapeutic footwear for inmates requiring medical accommodations.

The contract commenced May 1, 2022, with a one-year initial term and four optional one-year renewal periods subject to mutual agreement between DOC and Orthofeet. Unit pricing includes premium orthotic insoles, with delivery required within 30 days and shipping costs included in the unit price. The catalog features women's diabetic shoes ranging from $66.15 to $94.00 and men's diabetic shoes ranging from $66.15 to $78.90. The ordering process requires facility business offices to establish accounts with Orthofeet, with Health Services Units (HSU) determining appropriate shoe types based on medical needs. Once ordered and delivered, the therapeutic shoes become the patient's permanent state footwear, with replacement handled directly through property management without requiring additional HSU approval. Payment can be processed via procurement card (p-card) using reference RFB 8679 or purchase order using transaction number 410014-M22-SLS8679-RFB-01.

User Guide for Therapeutic Shoe Ordering

The Department of Corrections (DOC), through its Purchasing Services Section (Purchasing), on behalf of the Division of Adult Institutions (DAI), requested bids for Therapeutic Shoes.

The awarded vendor is Orthofeet who is including additional shoes within the catalog with the approval of the Contract Manager.

1. Contract start date is May 1, 2022. This is a 1 year contract with 4 (1 year) renewals if DOC and

Orthofeet agree.

2. Pricing – unit price includes a premium orthotic insole.

3. Delivery

a. Delivery is to be made within 30 days.

b. Delivery is included in the unit price above.

4. Ordering

a. The facility business office needs to set up an account with OrthoFeet as the facility is responsible to buy the shoes.

b. HSU then determines what type of shoe is most appropriate based on the need.

c. A request for purchase is then filled out by HSU and sent to the business office with the type needed to purchase

d. The patient is sized (some places HSU does this and some places Property does this) and the size is communicated to the business office and the business office then orders the shoe from Orthofeet.

e. The shoe then gets delivered to the patient through property. This then becomes their permanent state shoe. When it needs replacement, the patient goes to property and the facility purchases a new pair for the patient. There is no need to go back through

HSU unless there would be a concern over the shoe itself or a need for a different type of shoe.

5. Payment

a. If using pcard, during reconciliation enter RFB 8679 in the comments.

b. If paying by PO, the transactional number is 410014-M22-SLS8679-RFB-01
