About this file
This is a Memorandum for the Record documenting a determination to use other than full and open competition for a simplified acquisition under the threshold. The memorandum, dated March 17, 2026, justifies the use of a single source for procurement PID N32205-26-SIMACQ-DSM-PM4-0187.
The Military Sealift Command (MSC) requires final procurement of Rescue Boat Davit kits (model 76580), release hooks (70439), and wire ropes (71102) with a required delivery date of November 30, 2026. The required source or brand name is Allied Systems. The contracting officer determined that only one responsible source is reasonably available based on multiple justifications: (1) Allied Systems owns proprietary data rights to the Rescue Boat Davit kits; (2) standardization requirements per COMSCINST 4790.3 necessitate procurement of the specified make and model to maintain fleet configuration baseline, as other vessels equipped with the T-AH Class use this same make and model; and (3) MSC lacks the manufacturing and technical information required to evaluate whether non-OEM service and replacement parts offered by other sources would be equivalent. The product is not designated as critical ship equipment. The memorandum complies with FAR 12.102(a) and GSAR 538.7104-3 and -4 requirements for documenting single-source acquisition decisions.
