Summary: USCG Statement of Work

This is a Statement of Work (SOW) document for a U.S. Coast Guard crane services solicitation (52000PR260025981) issued by the Department of Homeland Security. The SOW outlines contractor responsibilities for providing comprehensive crane services, requiring the contractor to supply all necessary resources including personnel with professional supervision, equipment, tools, materials, supplies, facilities, and transportation/logistics support. The contractor must ensure all work meets the highest industry standards and complies with all applicable Federal, State, and local regulations.

The contractor is responsible for adherence to specified performance schedules, quality control standards, and reporting requirements as detailed in the SOW. Work performance and delivery shall occur at locations designated upon contract award. This is a Request for Quotation (RFQ) issued under FAR Subpart 12.6 for commercial services, with quotes requested directly rather than a formal written solicitation being issued. The period of performance and final delivery locations will be specified in the award document.

SCOPE OF WORK (SOW)

1. General Information Unit: Station Juneau Asset Type: RBM Hull Number:45662 Location of Work: Harri Commercial Marine Juneau AK.

1423 Harbor Way, Juneau, AK, 99801-1405 Period of Performance Dates: Within 15 days of contract award Unit POC: (MK1/Erin Knight/907-463-2369/Erin.p.knight@uscg.mil)

2. Background During routine underway operations, the 45-foot Response Boat-Medium (RB-M) experienced a sudden shutdown of its port main diesel engine, which subsequently failed to restart. The crew safely returned to base (RTB) utilizing the starboard main engine.

Subsequent diagnostic troubleshooting by engineering personnel revealed significant internal engine damage. Upon removing the engine's valve cover, inspectors identified a broken #5 exhaust valve rocker wheel, a fractured camshaft bull gear, and physical scoring (measuring approximately 1 inch long by 1/16 inch wide) on the camshaft lobe.

A qualified technical representative evaluated the casualty and determined that due to the catastrophic failure of the camshaft bull gear and associated valvetrain components, a complete replacement of the port main diesel engine is required to restore the asset to full operational status.

3. Scope of Work Requirements

3.1 Contractor Responsibilities:

· The Contractor shall provide all necessary heavy material-handling equipment, specifically one (1) boomtruck (crane) and one (1) forklift, along with certified, licensed operators to execute the required lifts.

· The Contractor shall ensure that all provided equipment possesses the requisite lifting capacity, reach, and rigging hardware to safely extract and install a marine diesel engine in a 45' Response Boat-Medium (RB-M).

· The Contractor shall comply with all applicable Occupational Safety and Health Administration (OSHA) regulations, USCG safety policies, and equipment manufacturer specifications during all lifting, hoisting, and ground-handling operations.

3.2 Specific Work Items:

Work Item 1: Forklift Operations (Ground Handling)

· Offload: Utilize a forklift to safely offload the newly delivered replacement engine (housed in its shipping crate) from the commercial transport vehicle.

· Stage: Place the crated replacement engine safely on the ground in a Government-designated staging area. This will allow USCG personnel to unbox the unit and transfer reusable components from the old engine to the new engine.

· Load: Upon completion of the engine swap and crating process, utilize the forklift to safely hoist and load the removed (casualty) engine, now secured inside the shipping crate, onto the commercial transport vehicle for outbound shipment.

Work Item 2: Boomtruck/Crane Operations (Overhead Lifting)

· Extraction: Utilize a boomtruck to safely rig, hoist, and extract the casualty port main engine from the engine compartment of the 45' RB-M.

· Staging: Carefully transport and lower the casualty engine onto prepositioned dunnage/blocks in the designated staging area.

· Installation & Alignment Hold: Rig, hoist, and maneuver the new replacement engine from the staging area directly into the hull of the 45' RB-M. The crane operator shall suspend and hold the engine precisely in place while USCG engineering personnel conduct engine mount alignment and securely fasten the unit.

· Crating: Once the new engine is fully secured to the vessel mounts and the crane is disconnected, the boomtruck shall be utilized to lift the casualty engine from the staging blocks and lower it into the shipping crate for retrograde.

4. Condition Found Report (CFR) Requirement If additional discrepancies, deficiencies, or required repairs are identified that are outside the defined Scope of Work, the contractor shall:

- Immediately notify the Unit POC.

- Submit a written Condition Found Report (CFR) detailing:

• Description of discrepancy

• Recommended corrective action

• Parts and labor breakdown

• Cost estimate

• Impact to schedule

No additional work outside the approved Scope of Work shall be performed without written authorization from the Government.

Unauthorized work will not be reimbursed.

5. Deliverables

- Itemized invoice

- Service report

- Parts list (with serial numbers if applicable)

- Warranty documentation (if applicable)

6. Environmental & Safety Compliance

- Proper disposal of hazardous materials.

- Spill prevention measures required.

- Compliance with all federal, state, and local regulations.
