About this file

This document is a Justification Review Document for Other than Full and Open Competition (FAR Part 6) for test/inspect and repair services on the Compass Control C-8021E/ASN. The U.S. Army Communications Electronics Command (CECOM) Integrated Logistics Support Center is requesting a first-time, five-year firm fixed-price indefinite delivery/indefinite quantity (IDIQ) contract with Aerospace Maintenance Solutions LLC for maintenance services for the Compass Control units used on UH-60 Black Hawk helicopters. The contract ordering period is projected from March 2025 to February 2030, with an estimated contract ceiling based on the August 27, 2024 version of the Independent Government Estimate.

Aerospace Maintenance Solutions LLC was identified as the only vendor capable of repairing these specialized Compass Control units after extensive market research. The justification notes that the original manufacturer, Honeywell International Inc., discontinued support for these components in 2019 and no longer provides schematics or drawings. The government does not possess a Level III Technical Data Package for a competitive maintenance contract. Multiple market research efforts, including Sources Sought Announcements in 2019, 2020, 2022, and 2023, consistently found Aerospace Maintenance Solutions LLC as the sole vendor with repair capabilities for these specific units. The contract will be awarded on a sole-source basis using the authority of 10 United States Code § 3204(a)(1) to avoid unacceptable delays in fulfilling agency requirements.
