About this file

This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget Printing Services for RFQ #26*0267 regarding the production of UD-70 Abandoned Vehicle Tags. The project involves printing 5,000 or 10,000 units of the specified tags. Two vendors submitted quotes for this project: SMART SOURCE and WHITLAM. SMART SOURCE was selected as the recommended vendor based on best value criteria. The printing consultant for this project is Scott Barclay, who can be contacted at 517-636-7744 or BarclayS@michigan.gov. Interested parties may file protests electronically through the Vendor Self Service portal by the deadline specified on the Notice of Intent to Award.

For the 5,000-unit quantity, SMART SOURCE quoted $934.20 with an 11-day turnaround and a 25-day price hold, while WHITLAM quoted $1,693.66 with a 15-day turnaround and a 20-day price hold. For the 10,000-unit quantity, SMART SOURCE quoted $1,102.65 with the same turnaround and price hold terms, while WHITLAM quoted $2,202.97 with comparable terms. The award recommendation was made to SMART SOURCE based on the best value standard, which combines evaluation criteria factors with pricing. SMART SOURCE meets the requirement for Michigan-based printing. The printing services reserve the right to perform the work in-house and will issue an actual award only after an order is received and the decision is finalized.
