About this file
This document is a U.S. Preference form related to procurement regulations for products manufactured in the United States, specifically referencing R.S. 39:1604.7. The form provides guidelines for bidders seeking a five percent preference for U.S.-manufactured products in government procurement processes. The document defines "manufactured in the United States" as a production process where manufacturing, final assembly, processing, packaging, testing, and value-adding activities occur within the United States or its jurisdictions.
The preference applies when procurement officers can purchase U.S.-manufactured materials, supplies, or equipment that are equal in quality to other items, subject to specific conditions. These conditions include: the U.S.-manufactured items cannot cost more than 5% above foreign-manufactured alternatives, vendors must agree to sell at the lowest bid price, and vendors must certify that the items are manufactured in the United States. Bidders claiming this preference must complete the form in its entirety, specifying which line items qualify, the location of manufacture, and providing a signature certifying the U.S. origin of the products.
