About this file

This is a Sole Source Procurement Request Form submitted by the Colorado Division of Homeland Security and Emergency Management (DHSEM), Office of Public Safety Communications (OPSC), for the purchase of a Tucker Sno-Cat vehicle. The request, submitted by JD Curto, Program Manager Peter Bangas, seeks to procure one 2026 Tucker-Terra 200SL-20-4-118 Sno-Cat equipped with specific accessories including an 8-foot 4-way U-blade, 8,000-pound portable winch, snap-on windshield cover, engine oil pan heater, and inclinometer. The vehicle is a four-track articulating all-terrain vehicle designed to provide access to remote public safety communication sites for maintenance and repairs, particularly in snow, mud, and blizzard conditions. The requestor notes this is a one-time purchase with no renewal options identified, and the Sno-Cat will replace aging equipment currently in service that is approximately 20 years old and becoming unreliable.

The total procurement cost is $147,418.29, with delivery expected within 30 days of award from Grand Junction, Colorado, and payment terms of Net 30. The procurement was justified as a sole source acquisition because Tucker Sno-Cat Corporation is identified as the only manufacturer producing a lightweight Sno-Cat with blade attachment capabilities meeting the state's specific operational requirements. The requestor indicated no cost or price analysis documentation from historical purchases was available for comparison. The sole source approval was granted on August 20, 2026, by JD Curto, OPSC Regional Manager, with purchasing agent authority valid through June 30, 2027. Tucker Sno-Cat Corporation holds a GSA Schedule Contract (47QSMA19D0PH), and the sales proposal was issued with a 30-day validity period.

The Tucker Sno-Cat is a four track articulating vehicle that provides the ultimate traction for access to remote communication sites to provide maintenance to the public safety communication system (DTRS). The Sno-Cat are a all terrain vehicle that can traverse deep snow, mud, and blizzard conditions. The Sno-Cat also has an 8 foot 4 way blade to cut trails, dig out gates, and buildings in deep snow.

. Is there any additional information that you’d like to provide in order for this request to be considered?

The Tucker Sno-Cat is the only manufacturer that has a light weight Sno-Cat with a blade attachment. I have attached the Sole Source letter from the manufacturer with this email.

We would have to continue to using our old Sno-Cat that is 20 years old and is getting harder to keep it running reliably. Our Sno-Cat is a important piece of equipment that provides access to remote sites to keep the equipment running for public safety communications. Along with technician safety if we were to breakdown on the way into a site in the winter.

Our Sno-Cats are getting old and we need to start replacing them so we have reliable and safe transportation to our remote communication sites in adverse weather condition. We have also used our Sno-Cats to recover strained citizens during major blizzard events, and to assist Parks and Wildlife with feeding elk during heavy snow years.
