Air Force District of Washington Contracting Directorate (AFDW/PKA) Sources Sought

The Air Force District of Washington Contracting Activity (AFDW/PKA) is issuing a sources sought as a means of conducting market research seeking sources for randomized controlled trials to assess the effectiveness of tailored tablet-based Sexual Assault Prevention Interventions contract in support of Air Force Sexual Assault Prevention and Response Office. Sexual Assault Prevention and Response (SAPR) is a top priority of the Department of Defense (DoD) and the United States Air Force (USAF).

This requirement is designed to accomplish the Air Force SAPR goal to strategically implement evidence-based prevention at key points in an Airman's career. This effort is conducted in combination with other SAPR efforts to streamline overall training requirements, such that ineffective prevention efforts would be curtailed and effective efforts as described in this requirement are utilized; thus, increasing the effectiveness and the efficiency of SAPR training. See attached for sampling of proposed Tasks for this effort.

Contact with other than AFDW/PKA Government personnel by potential offerors or their employees regarding this project is prohibited.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541720.

VENDOR RESPONSE/REQUIRED CAPABILITIES:

It is requested that vendors respond to this sources sought notice with information in sufficient detail regarding their capabilities and capacity to satisfy the requirement. The government anticipates awarding a Basic Ordering Agreement and subsequent Task Orders utilizing hybrid contract types, i.e., Firm Fixed Price, Cost type contracts. When addressing question number 8 below, please indicate the contract type and period of performance for similar services.

SUBMISSION DETAIL/INFORMATION SOUGHT BY THE GOVERNMENT:

Responses are not to exceed 5 pages and must include the following:

1. Company Information

a. Company Name

b. Address

c. Points of Contact having the authority and knowledge to clarify response with Government representatives.

d. Telephone Numbers

e. E-mail address (is)

2. Primarily doing business in the Private/Commercial or Government Sector.

3. Commercial and Government Entity (CAGE) Code.

4. Data Universal Numbering System (DUNS) Number

5. Business Size (i.e., Small Business, Other than Small).

6. Socio-Economic 8(a) Program status.

7. Brief information on capabilities to finance, mobilize, and manage large service contracts.

8. Describe any service contracts you have performed for similar services.

9. NAICS code(s) the company usually performs under.

10. Confirmation of an approved accounting system.

11. Identify any GSA schedule, other Department of Defense (DoD) or Government vessels that would be prudent to this requirement.

12. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements

13. Companies must be registered in the System of Award Management (SAM) at www.sam.gov

SUBMISSION DEADLINE:

Submit questions relating to this notice, if any, by 5:00 PM, ET, 14 Jul 2017 to Ms. Barbara Blake, and MSgt Carlos Boglin via electronic mail. All inquiries shall have SAPR Sources Sought listed in the subject line. The Government will review and provide written responses prior to the response date of this Notice.

All responses to this Sources Sought Notice must be electronically forwarded to Barbara Blake, Contract Specialist at Barbara.c.blake2.civ@mail.mil and MSgt Carlos Boglin, Contracting Officer at Carlos.d.boglin.mil@mail.mil. Please provide responses to this notice by 2:00 PM Eastern Time, ET, 19 July 2017. Capability packages must demonstrate your ability to perform the service requirements identified in this notice.
