The subject line for the email submission shall read as follows:

Subject: RFI: “W909MY20RA019”- Tactical Security System (TSS) Production and Integration Contract- “Company Name”.

Product Management Force Protection Systems (PM FPS) is conducting market research to determine potential vendors in the marketplace that can produce and integrate units and perform life-cycle sustainment for the Tactical Security System (TSS) currently in development.

The effort will primarily entail:

· Integration and delivery of TSS kits comprised of primarily Commercial-Off-The-Shelf (COTS) components based on a Government-owned Technical Data Package (TDP)

· Providing Contractor Logistic Support (CLS) including repairs, sparing, and obsolescence management/engineering changes during the production period

TSS is an Army Program of Record (POR) that reached Milestone B and entered the Engineering and Manufacturing Development (EMD) Phase in October 2018. The Government anticipates entering the Production and Deployment Phase 4QFY20 with the award of a production and sustainment contract to support Full Rate Production (FRP) in 3QFY21. Quantities will initially include thirty-six (36) production units over five (5) years with the potential for additional units to replace aging quick-reaction systems in theater and to meet emerging requirements.

The TSS mission is to support short and long term security, surveillance and detection missions. These missions include but are not limited to: Internment/Resettlement (I/R) operations; perimeter security; internal security areas within base camps or installations; outside the perimeter, border or boundary, primary and high priority routes; Route Clearance; Homeland Security missions and any named areas of interest (NAI), or other missions as directed by the Commander.

The TSS is a modular, scalable, lightweight, rapidly deployable, ground based security and surveillance system of systems providing short and long term security and persistent surveillance. TSS and its components are designed to be employed as a stand-alone system, in a layered effort, or integrated with additional force protection (FP) systems. Integration with additional sensors will be obtained through network communications and software in line with Net-Ready requirements. TSS will be packaged in two tricon containers for transportation and storage with a built-in organization system allowing for gaining units to custom select components needed for the mission. TSS includes Near Real Time (NRT) imaging sensors and interfaces with motion, acoustic, seismic, surface and subterranean detection technology.

All sensor components will be COTS or Non-Developmental Items (NDI) with Government provided software providing the networking and Command and Control (C2) capabilities. The custom components will include a data and power distribution box and additional power management boxes. As part of the EMD phase, a build-to-print, production-level TDP will be developed as well as initial operator and maintainer manuals, supplemental manuals, and training materials. During the FRP phase, the TDP and manuals will be maintained by the contractor based on the Government provided configuration management plan and all system updates will be made in conjunction with the Government through Configuration Control Boards (CCBs).

Below are the life cycle sustainment support objective details that describe the Government’s product support strategy. The production and sustainment contractor is intended to provide Continental U.S. (CONUS) support with the option of providing Outside the Continental U.S. (OCONUS) field service representatives (FSRs) for installation, maintenance, and training.

A. Contractor Logistics Support Strategy Provide life cycle sustainment management to include Performance Based Logistics detailing the logistic elements necessary to sustain the operational availability of the payload. Perform intermediate level repairs, depot level repairs, repair facility capacity, Repair Turn Around Times (RTAT) detailing threshold and objective times for standard, non-standard, and planned maintenance, and the strategy for transportation and shipping, bench-stock, special tools and test equipment. RTAT for depot level repair should average thirty (30) days. If needed, provide OCONUS FSR support including installation, maintenance and repairs.

Conduct supportability analysis such as level of repair analysis (LORA), Failure Modes and Effects Criticality Analysis (FMECA) - detailing Mean Time Between Failure (MTBF), core logistics analysis (CLA), core depot assessment, transition plan for organic sustainment, business case analysis (BCA), cost benefit analysis, analysis of alternatives based on operational approaches and maintenance concept for the system.

B. Sustainment Engineering Support Capture and analyze failure data for predictive analysis; preventative maintenance strategy, inventory management for spare parts; general configuration management to maintain subsystem functions in support of the system; integrate Reliability, Availability & Maintainability (RAM) into the system support. Develop and implement required design changes through Engineering Change Proposals (ECPs) to resolve operational issues. Work with the Government and external contractors for software and Government Furnished Property (GFP) updates. Comply with Risk Management Framework (RMF) requirements and assist the Government in the Authority to Operate (ATO) renewal process.

C. Depot Source of Repair (DSOR) and Depot Material Repair and Management (DMRM) Develop the framework for establishing depot level repair capability to sustain the system; facilitate an organic depot capability through a public/private partnership (P3) to support a peacetime workload scenario; develop a Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management Plan for managing component obsolescence; provide Quality Assurance/Quality Control (QA/QC); conduct incoming component inspections; test and verify that repairs are being conducted; manage manufacturer warranty services and maintain product software licenses.

D. Training Maintain and update the existing TSS operator and maintainer manuals. These manuals typically include operational and maintenance instructions, parts list, and related technical information procedures exclusive of administrative procedures. Maintain and update existing TSS training materials that feed embedded and instructor-based training curriculum. If needed, provide training to units OCONUS.

Respondents that can meet the TSS production and sustainment objectives outlined above and can provide best practice and superior sustainment solutions, please fill out the RFI Submission Items below. If you have already responded to a prior RFI for this effort, you may resubmit your responses with updates if necessary. Respondents are requested to provide their response in a Microsoft Word compatible file or PDF format. All material submitted in response to this RFI must be unclassified. Information received in response to this RFI will be safeguarded adequately from unauthorized disclosure. Please limit responses to thirty (30) pages or fewer.
