1. SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for Universal Weapons Rack (UWR) in Building 1518 at Shaw Air Force Base, South Carolina. The work shall be completed in accordance with this appendix, the Cover Purchase Discription (PD) and Air Force (AF) Drawing TSH202-01. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.
2. APPLICABLE DOCUMENTS
Applicable documents shall be in accordance with Section 2 of the cover PD.
3. REQUIREMENTS
3.1. SYSTEM DESCRIPTION
The universal weapons rack system shall be utilized to securely store military issued weapons. Property will be manually picked.
The system shall be installed according to AF Drawing TSH202-01 and shall be spacesaver UWR or equivalent. If another manufacturer is used, the contractor shall provide all literature for the equipment.

3.2. PERFORMANCE AND PHYSICAL CHARACTERISTICS
3.2.1. WEAPONS CABINET
There shall be a total of 7 universal weapons rack. Each weapons cabinet shall be fully welded. The cabinets shall be constructed of 18-gauge double-walled upright posts welded to 18-gauge flat plate steel sidewalls. The top cover shall be 16-gauge steel, shall be supported by 11-gauge steel supports, and be welded to the upright posts. The bottom covers shall be made of 16-gauge steel, shall be supported by 11-gauge steel supports and three 14-gauge steel reinforcement ribs welded perpendicular to the supports, and be welded to the upright posts. The back wall of the cabinet shall be constructed of 18-gauge steel welded to the upright posts. The cabinets shall be a one piece assembly with the following outside nominal dimensions: 42.38” W x 16.25” D x 84” H. Type “U1” cabinets shall be capable of storing a minimum of 20 DoD M4s, M16s or a combination of both. Type “U2” cabinets shall be capable of storing a minimum of 10 DoD M4s, M16s, or a combination as well as a minimum of 45 M9s. Each cabinet shall have a minimum capacity of 1,000 pounds. The sides and back of the cabinet shall be diamond perforated for efficient inventory.
3.2.2. UPRIGHT POSTS
The upright posts shall have interior attachment keyhole slots on 1.5” vertical centers.
3.2.3. CABINET DOORS
The cabinet doors shall be bi-fold, retractable doors made of 18-gauge steel construction. When open the doors shall not block aisles or neighboring racks. Like the cabinet, the cabinet doors shall also be diamond perforated for efficient inventory. The cabinet door hinges shall be riveted and welded to the cabinet.
3.2.4. LOCKING BARS
Each cabinet shall have rotating locking bars to provide weapon security according to military requirements for the physical security of conventional arms, ammunition, and explosives meeting OPNAVINST 5530.13C requirements. Locking bars shall lock at a single common point and be able to accept a DoD issued and approved padlock. Key-locks are not acceptable.
3.2.5. WEAPONS BASE

A total of 7 cabinets shall have a weapons base constructed of 16-gauge steel and shall be black thermoplastic coated for protection of the weapons. Intermediate stock shelves shall be provided that allows taller weapons (42” or longer in length) to be stored on the bottom weapons base and rest behind the intermediate shelves while not interfering with the weapons stored on the shelves. The weapons base and intermediate stock shelves shall have a minimum of 10 gun stock rest positions each.
3.2.6 BARREL SUPPORTS
A total of 4 cabinets designated “U1” shall contain barrel supports capable of supporting a minimum of 20 barrels. A total of 3 cabinets designated “U2” shall contrain barrel supports capable of supporting a minimum of 10 barrels. Barrel supports shall be constructed of 14-gauge steel and shall be steel powder-coated and then vinyl-dipped for protection of the weapons. If barrel supports are screwed or secured in place inside the rack, they shall not protrude out the back of the rack to expose any sharp edges.
3.2.7 MULTIPURPOSE BACK PANEL
A total of 3 weapon racks designated “U2” shall come with an optional 84” multipurpose back panel kit. This back panel kit shall support a minimum of 700 lbs and be able to accept all weapon rack accessories. Accessories must be confined to the inside of the rack and not protrude outside of the rack in any way (including fasteners).
3.2.8 PISTOL SUPPORTS
There shall be a total of 135 pistol supports. The pistol supports shall be capable of storing a DoD issued M9 pistol. The pistol supports shall interface with multipurpose back panel described above. The supports shall be powder-coated and vinyl-dipped.
4. QUALITY ASSURANCE PROVISIONS
4.1. INSPECTIONS
The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the Cover PD. These inspections shall be completed as part of the

systems checkout test and again as a part of the quality conformance test.
4.2. TESTS
The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.2.1. If the weapons are not able to be inventoried by use of the diamond perforated doors, side, and back of the cabinet the system fails the test.
If the weapons cabinets are not capable of storing a minimum of 20 M4 or M16 weapons or a combination of both, the system fails the test.

If the cabinet doors are not bi-fold retractable and do not prevent blocking of the aisles and neighboring racks the system fails the test.

Test each rotating locking bar, if the locking bars do not lock in a common point and are unable to accept a DoD issued padlock the system fails the test.

3.2.5.
If taller weapons (42” of longer in length) are not able to be stored on the bottom base and rest behind the intermediate stock shelf while not interfering with the weapons stored on the shelf itself the system shall fail the test.
4.3. CERTIFICATIONS
The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Contract Data Requirements List.

All barrel supports are powder-coated and vinyl-dipped. If barrel supports are screwed or secured in place inside the rack, they do not protrude out the back of the rack to expose any sharp edges.
6. 3.2.7. All heavy-duty support rails are constructed of 16-guage steel and having a minimum capacity rating of 125 pounds.
7. 3.2.8. All multipurpose back panels shall have a minimum capacity rating of 700 pounds.
