About this file
This is an Invitation for Bid (IFB) specifications document prepared by the Tarrant Regional Water District (TRWD) in Texas for electrical building and equipment additions at two pump stations: Richland Chambers Lake Pump Station (RC1) and Cedar Creek Lake Pump Station (CC1). The project aims to improve safety and reliability by replacing medium-voltage electrical equipment in new electrical buildings at both facilities. The specifications document (Volume I) provides detailed technical requirements for the electrical work, including equipment standards, installation procedures, testing protocols, and performance criteria necessary for bidders to prepare competitive proposals. The IFB is issued with an invitation for bid number referenced as 20260612, indicating the solicitation period and expected bidding timeline.
The document establishes comprehensive technical specifications governing all electrical equipment, materials, and workmanship required for the project. Bidders must comply with all applicable electrical codes, industry standards, and TRWD-specific requirements detailed throughout the specifications. The work encompasses medium-voltage equipment replacement, building systems integration, and related electrical installations at both pump station locations. Specific pricing, contract term length, bid due dates, site visit requirements, and award timelines would be detailed in the accompanying IFB documents and bid package materials, which are not included in this specifications volume. This specifications document serves as the technical foundation enabling qualified electrical contractors to understand project scope and submit bids consistent with TRWD's engineering and operational requirements.

REQUEST FOR PROPOSALS
General Notice
The Tarrant Regional Water District (Owner) is requesting Proposals for the construction of the following
Project:
RC1-CC1 Electrical Building and Equipment Addition
Project Number 26-093
Description of Work
The primary purpose of this project is to improve the safety and reliability of the existing pump stations, Richland Chambers Lake Pump Station (RC1) and Cedar Creek Lake Pump Station (CC1), by replacing the medium-voltage (MV) electrical equipment in the new electrical buildings.
RC1 has six pumps driven by 5,500-horsepower (hp), 4,000-volt (V) induction motors. The Brazos Electric
Power Cooperative–owned substation has two dedicated transformers that provide power to the existing
4,160 V main-tie-main (MTM) switchgear in the pump room. The switchgear powers MV soft starters that operate the pump motors. Following are the specific improvements at RC1: Add new environmentally controlled Electrical Building; Replace the existing MV equipment and 480 V motor control center (MCC);
Add new MV variable frequency drives (VFDs) for the pumps; Remove existing MV switchgear, soft starters, capacitors, and harmonic filters; Add anew low-voltage diesel generator for controls and security system power; Add new air handling units (AHUs) and chillers; Replace existing Modicon Quantum
Programmable Logic Controller (PLC) and Remote I/O (RIO) units with new Modicon M580 PLC and X80 units; Modify existing Alerton heating, ventilation, and air conditioning (HVAC) controls and integrate them into the station control system; Add limit switches to pump isolation butterfly valves; Site grading, paving and drainage improvements; Reroute and replace existing fiber optic cable; Run new Fiber optic cable to the new electrical building; and Reroute the power feeder to the existing microwave building.
CC1 has six pumps driven by 3,000 hp, 4,000 V induction motors. The Tarrant Regional Water District
(TRWD)-owned substation with two transformers provides power to the existing 4,160 V MTM switchgear in the pump room. The switchgear powers MV soft starters that operate the pump motors. Specific improvements at CC1 include: Add new environmentally controlled Electrical Building; Replace the existing MV equipment and 480 V MCC; Add new MV VFDs for the pumps; Remove existing MV switchgear, soft starters, capacitors, and harmonic filters; Replace the substation transformers and secondary termination structure with larger units to accommodate future upsizing of the pumps (existing six 3,000 hp pumps will be replaced with six 5,500 hp pumps); Replace the substation control house and replace existing 138-kilovolt (kV) substation relays with new protective relays; Add low-voltage diesel generator for controls and security system power; Add new AHUs and chillers; Replace existing Modicon
Quantum PLC and RIO units with new Modicon M580 PLC and X80 units; Modify existing Alerton HVAC controls and integrate them into the station control system; Replace the existing pump control valve actuators; Add limit switches to pump isolation butterfly valves; Site grading, paving, and drainage improvements; Reroute and replace the existing fiber optic cable; and Run new fiber optic cable to the new electrical buildings.
The Owner's Budget for the Project is $124,000,000. The Project is to be Substantially Complete and ready for operation on or before June 30, 2030. The project team feels that the work at RC1 can be completed earlier than the work at CC1. The Offerer is encouraged to develop a project schedule that prioritizes completing RC1 early. The Project is to be complete and eligible for Final Payment 60 days after the date for Substantial Completion.

ARTICLE 2—EXAMINATION OF CONTRACT DOCUMENTS
2.01 Obtain a complete set of the Contract Documents by downloading these documents using the link provided in the Request for Proposals. It is the downloader’s responsibility to determine that a complete set of documents, as defined in Section 00 52 13 Agreement, are used to prepare a
Proposal. Offeror assumes sole responsibility for errors or misinterpretations resulting from the use of incomplete sets of Contract Documents.
A. Prospective Offerors must register with the Procurement Website. The Procurement
Website will be updated periodically with Addenda, lists of interested parties, reports, questions and responses or other information relevant to submitting a Proposal for the
Project.
2.02 Documents are made available for the sole purpose of obtaining Proposals for completion of the
Project and permission to download does not confer a license or grant permission or authorization for any other use. Authorization to download documents includes the right to print documents, provided downloaders pay all costs associated with printing or reproduction. Printed documents may not be re-sold or re-distributed under any circumstances or for any reason.
2.03 Before submitting a Proposal:

E. Determine that the Contract Documents, Addenda, and the related supplemental data are generally sufficient to indicate and convey understanding of all terms and conditions for completion of Work.
Instructions to Offerors 00 21 16 - 2
The submission of a Proposal will constitute an incontrovertible representation by the Offeror that the Offeror has complied with every requirement of this Article, that without exception the
Proposal is premised upon completion of Work required by the Contract Documents, that the
Offeror has given the OPT written notice of all conflicts, errors, ambiguities, and discrepancies that the Offeror has discovered in the Contract Documents, and that the Contract Documents adequately indicate and convey understanding of all terms and conditions required for preparation of the Proposal and completion of Work.
ARTICLE 3—PRE-PROPOSAL CONFERENCE
3.01 A non-mandatory pre-proposal conference will be held at the time and location indicated in the
Request for Proposals. Attendance at this conference by an employee of the Offeror is not required to submit a Proposal.
ARTICLE 4—EXAMINATION OF THE SITE
4.01 A Site visit is scheduled to follow the pre-proposal conference to provide access to the Site.
Offerors attending this Site visit are required to arrange their own transportation to the Site. Maps to the Site will be available at the pre-proposal conference. All other access to the Site must be coordinated through the OPT.
ARTICLE 5—INTERPRETATIONS AND QUESTIONS
5.01 Submit all questions about the meaning or intent of the Contract Documents, Addenda, and the related supplemental data to the OPT using the Procurement Website indicated in the Request for Proposals.
5.02 Review the following guidelines for asking questions on the Procurement Website before posting questions:
A. Read the documents before posting a question. A response to the question that consists of a reference to the Contract Documents is an indicator that the documents were not read prior to asking the question.
B. Read the previously posted questions before posting a similar question to avoid posting duplicate questions.
C. Post questions as discreet questions so an answer can be given to the specific question.
Multiple part questions cannot be answered until all responses have been prepared.
Response to these types of questions will be to resubmit as individual questions.
D. Do not post questions asking that the OPT confirm that the documents mean what they say.
E. Provide adequate information to allow a response to be made:
1. Reference the specific drawing or specification paragraph when asking a question using complete references e.g. section number / paragraph and drawing number / detail designations,
2. Provide a brief background to set the stage for your question so it will be clear why the question is being asked, and
3. Explain why the question is being asked.
Instructions to Offerors 00 21 16 - 3
F. Do not use this as a forum to request approval of an alternate product or construction process. Follow the provisions of the Contract Documents for this process.
G. Ask questions early. The deadline for posting questions will not be extended unless the date for receipt of Proposals is extended. No response will be made to questions asked after the deadline. Unless there is time for the OPT to issue an Addendum and for Offerors to incorporate this information into their Proposals, no changes will be made and Offerors should prepare their Proposals on the Contract Documents as amended to that point.
H. Offerors cannot qualify their Proposals by explaining assumptions being made in posing questions or in offering a Proposal. Proposals must be in conformance with the Contract
Documents. Alternate Proposals must be submitted in accordance with Article 9 of these
Instructions to Offerors.
I. The Procurement Website is not a forum for questions and not a forum for offering opinions, expounding on theories of construction practices, or selling products.
J. While the Procurement Website does not indicate who posts a question, the OPT has full access to this information.
5.03 Abuses of the question-and-answer forum may lead to an individual or company being barred from using the Procurement Website. Inappropriate questions or questions with unacceptable language may be deleted. How questions are offered and the messages in terms of how an Offeror chooses to convey these questions may be taken into consideration when evaluating Proposals.
5.04 Responses to questions are not part of the Contract Documents and cannot modify the Contract
Documents. An Addendum may be issued to clarify, correct, or change the Contract Documents, Addenda, or the related supplemental data as deemed advisable by OPT. Modifications to the

Contract Documents. Describe the intent and substance of the changes in the Alternate Proposal in adequate detail so the changes are clearly understood. Acceptance of the Alternate Proposal is at the sole discretion of the OPT and will not be considered if the intent of the change is not clearly understood or is deemed to not be in the Owner’s best interest.
9.02 Alternate Proposals are to be clearly marked as Alternate Proposals and are to be submitted with the fully compliant Proposal. Do not provide a duplicate of the base Proposal. The Owner will protect this information to the extent allowed by law.
12.02 Clearly indicate which specific documents are considered to be trade secrets or confidential information by stamping or watermarking all such documents with the word “confidential” prominently on each page or sheet or on the cover of bound documents. Place “confidential” stamps or watermarks so that they do not obscure any of the required information on the document, either in the original or in a way that would obscure any of the required information in a printed copy or photocopy of the document. Submit all confidential information in a different binder so this confidential material is separate for the rest of the Proposal.
12.03 The Owner is a governmental body subject to the limitation of Texas Government Code

B. OPT can demonstrate through suitable documentation that confidential information was already in the OPT’s possession or otherwise publicly available prior to the date of disclosure hereunder;
C. The confidential information is subsequently disclosed to the Owner by a third party who has a lawful right to disclose such information; or
D. The OPT is required to disclose confidential information by court order or by applicable law.
12.06 If the OPT is requested or becomes legally compelled (by oral questions, interrogatories, requests for information or documents, subpoena, civil or criminal investigative demand, public information requests, including requests under Chapter 552 of the Texas Government Code, or
Instructions to Offerors 00 21 16 - 7 similar process) or is required by a regulatory body to make any disclosure that is prohibited or otherwise constrained by this Agreement, the OPT will provide Offeror with prompt notice of this request so that it may seek an appropriate protective order or other appropriate remedy.
12.07 Notwithstanding any other provision of the Contract Documents, it is stipulated and agreed that by accepting a Proposal, the OPT has not and does not waive its sovereign immunity from suit and/or liability.
12.08 Submit request for release of Proposals or related material to the Owner through an open records request using the online process at http://trwd.com/openrecordsrequest.
