REQUEST FOR INFORMATION (RFI)

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

STEVEDORING AND RELATED TERMINAL SERVICES (S&RTS)

AT THE PORT OF GDYNIA, POLAND

RFI #TRANSCOM20R013

1. Purpose

This RFI is being issued for informational and planning purposes only. Information gathered will be considered in order to determine the range and scope of Offerors interested in performing this work. The information will also be used to establish whether adequate competition exists. In addition the information will also help define the requirement and formulate an acquisition strategy that is appropriate for this requirement.

This announcement is not a Request for Proposal/Quote (RFP/RFQ) or solicitation of any kind.

USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

2. Background

This notice is requesting information on potential Offerors’ capabilities regarding Stevedoring and Related Terminal Services at the Port of Gdynia, Poland.

This requirement is expected to be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (ID/IQ) contract and is expected to have a one year ordering period with one six-month extension (optional).

The NAICS for this effort will be 488320, Marine Cargo Handling.

3. Description

See attached DRAFT PWS.

4. White Paper

Interested parties are requested to submit the following information in the format of a White Paper as outlined below. The White Paper should be concise (no more than 5 pages) and address only the information requested below. This information will support market research activities within USTRANSCOM.

A. Company Information (General)

a) Company Full Name and Address

b) Cage or NCage Code

i. If your company does not have a Cage or NCage Code will your company be willing register in System for Award Management (SAM) at sam.gov?

c) Point of Contact Name, position, email address

B. Capabilities: Generally describe your company’s experience in regards to the subject areas below.

1. Is your company a registered agent with the port of Gdynia, Poland?

2. What form of documentation would your company provide that demonstrates authorization to operate at the Port of Gdynia, Poland?

3. Can your company meet the available space requirement for staging and convoy marshalling areas of 60,000 square meters at any one given time?

4. Can your company meet the RO/RO and LO/LO vessel requirements for download and upload of equipment specified in the PWS?

5. Can your company perform wash rack operations or have access to wash rack facilities?

6. Provide terminal quay length and max draft.

7. If an award was to materialize from this effort, would your company be able to start performance within 7 to 10 days?
