TOWN OF WESTBOROUGH HISTORICAL COMMISSION

REQUEST FOR PROPOSALS

SCOPE OF WORK

Midland Cemetery Gravestone and Obelisk Restoration

1. Project Overview

The Town of Westborough, through the Westborough Historical Commission, seeks proposals from qualified individuals, firms, or organizations experienced in historic gravestone conservation for the repair, conservation, and restoration of approximately fifty historic gravestones and one obelisk located in Midland Cemetery, between South Street and School Street in Westborough, Massachusetts.

The purpose of this project is to stabilize, repair, conserve, and appropriately restore selected historic cemetery markers identified as priorities for treatment. The work must be performed in a manner that preserves the historic character, material integrity, and setting of the cemetery and its gravestones.

The project is based in part on a 2015 professional assessment prepared by Historic Gravestone Services, with particular focus on stones identified as Priority 1 or Priority 2. The list of gravestones and the obelisk, including photographs, assessment information, and recommended treatments, is included in the appendices to this RFP.

2. Applicable Preservation Standards

All work must be performed in accordance with accepted professional standards for historic gravestone conservation. At a minimum, work must comply with the following:

The American Institute for Conservation Code of Ethics and Guidelines for Practice;

The Secretary of the Interior’s Standards for the Treatment of Historic Properties;

Best practices for the conservation of historic cemetery markers, including the use of the gentlest effective treatment methods and historically appropriate, compatible repair materials.

The selected contractor must avoid any treatment that may damage historic stone, inscriptions, carving, tooling, finishes, bases, surrounding landscape, or other cemetery features.

3. Project Location and Existing Conditions

The project site is Midland Cemetery, located between South Street and School Street in Westborough, Massachusetts. The gravestones and obelisk included in this project are located in situ within the cemetery.

The selected contractor must be responsible for reviewing the existing conditions of each assigned gravestone and the obelisk prior to beginning treatment. The 2015 assessment and accompanying materials are intended to guide the work; however, the contractor must independently evaluate each marker to confirm existing conditions, identify any changes in condition since the assessment, and determine the most appropriate treatment approach.

4. Contractor Qualifications

The contractor must demonstrate professional experience in historic preservation, historic gravestone conservation, cemetery monument repair, and related masonry or stone conservation work. Experience working in historic cemeteries and with municipalities in Massachusetts is preferred.

The contractor must provide personnel qualified to perform specialized conservation work on historic gravestones and monuments. Work must not be performed by individuals lacking appropriate training or experience in historic stone conservation.

5. General Scope of Services

The selected contractor must provide all labor, materials, equipment, tools, supervision, documentation, and expertise necessary to complete the conservation and restoration of approximately fifty gravestones and one obelisk, as identified in the project appendices.

The work must include, but not be limited to, the following tasks:

A. Pre-Treatment Review and Evaluation

The contractor must review the project appendices, including the 2015 assessment materials, photographs, treatment recommendations, and any additional documentation provided by the Westborough Historical Commission.

Prior to treatment, the contractor must inspect each gravestone and the obelisk to determine current conditions and confirm the appropriate treatment method. This review must include, where applicable:

Identification of stones requiring resetting, straightening, or stabilization;

Determination of whether existing bases are sound or whether new bases or additional support are required;

Evaluation of cracks, fractures, delamination, failed previous repairs, biological growth, soiling, instability, or loss of material;

Identification of any conditions requiring modification of the treatment recommendations contained in the 2015 assessment.

The contractor must notify the Westborough Historical Commission before performing any treatment that differs materially from the recommendations contained in the project appendices.

B. Resetting, Raising, and Stabilization

The contractor must reset, raise, straighten, and stabilize designated gravestones as necessary. This work may include:

Carefully excavating around buried, sunken, leaning, or unstable stones;

Raising stones to an appropriate and historically sensitive height;

Resetting markers plumb and stable;

Stabilizing stones in a manner that does not damage the marker or surrounding historic fabric;

Replacing disturbed soil and sod after treatment;

Ensuring that completed work is stable, neat, and sympathetic to the cemetery setting.

All excavation and resetting must be performed with care to avoid damage to gravestones, bases, footstones, landscape features, adjacent plots, or subsurface conditions.

C. Structural Repairs

The contractor must perform necessary structural repairs to broken, cracked, fractured, delaminated, or otherwise compromised stones. This may include:

Rejoining broken stone fragments;

Providing appropriate structural adhesion for fractured or broken gravestones;

Reattaching delaminated or partially detached elements;

Stabilizing fragile or vulnerable stone sections;

Performing infill repairs where necessary and appropriate;

Removing or addressing inappropriate previous repairs only where doing so is necessary and will not cause additional damage.

All adhesives, pins, mortars, fills, and repair materials must be compatible with the historic stone and appropriate for exterior cemetery conditions. Treatments must be reversible to the extent practical and must not introduce materials likely to accelerate deterioration.

D. Obelisk Restoration

The contractor must evaluate and restore the identified obelisk in accordance with the project appendices and current field conditions. Work may include stabilization, resetting, structural repair, joint repair, cleaning, or other appropriate conservation treatment as required.

The contractor must take particular care to ensure the stability and safety of the obelisk during treatment.

Any proposed disassembly, lifting, resetting, or structural intervention must be clearly described in the contractor’s proposed treatment approach.

E. Cleaning

The contractor must clean designated gravestones and the obelisk using the gentlest effective means.

Cleaning methods may include water, hand brushing, rinsing, and, where appropriate, biological cleaner such as D/2 Biological Solution or an approved equivalent.

Cleaning must be performed in accordance with conservation best practices and must avoid abrasive, acidic, high-pressure, or otherwise damaging methods. Mechanical grinding, wire brushes, harsh chemicals, bleach, power washing, sandblasting, and other destructive cleaning methods are prohibited.

Multiple cleaning treatments may be required depending on the condition of individual stones and the nature of biological growth or soiling.

F. Site Protection and Work Practices

The contractor must conduct all work in a careful, orderly, and respectful manner appropriate to a historic cemetery. The contractor must protect cemetery resources throughout the duration of the project, including but not limited to gravestones, monuments, obelisks, bases, footstones, fencing, plantings, pathways, turf, and adjacent burial plots.

The contractor must maintain the work area in a safe and orderly condition and must avoid unnecessary disturbance to the cemetery grounds. Any disturbed turf, soil, or landscape area must be restored to a neat and stable condition upon completion of the work.

The contractor must coordinate work activities with the Westborough Historical Commission and any designated Town representatives. Work must be scheduled and conducted so as not to interfere with cemetery use, public access, or any burial or commemorative activities.

6. Documentation Requirements

The contractor must document all work performed on each gravestone and the obelisk. Documentation must include, at a minimum:

Pre-treatment photographs;

Written description of existing conditions;

Treatment performed;

Materials and methods used;

Post-treatment photographs;

Notes regarding any conditions requiring future monitoring or additional conservation work.

Documentation must be organized by individual gravestone or monument and must correspond to the numbering or identification system provided in the project appendices.

7. Project Schedule

The contractor must provide a proposed schedule for completion of the work, including anticipated start date, major work phases, and estimated completion date. The schedule must account for appropriate weather conditions, curing times, cleaning cycles, and other factors relevant to historic stone conservation.

The contractor must notify the Westborough Historical Commission promptly of any conditions that may affect the schedule or require adjustment to the proposed work plan.

8. Deliverables

Upon completion of the project, the contractor must provide the Westborough Historical Commission with a final conservation report. The report must include:

A summary of the work completed;

A list of all gravestones and the obelisk treated;

Pre-treatment and post-treatment photographs;

Description of treatments performed on each marker;

Materials and methods used;

Identification of any stones requiring future treatment, monitoring, or additional conservation;

Recommendations for ongoing maintenance and preservation, where appropriate.

The final report must be provided in digital format and must be suitable for retention in the Westborough Historical Commission’s project files.

9. Warranty / Guarantee

All treatments must be guaranteed by the contractor for a minimum period of one year following completion and acceptance of the work. The contractor must correct, at no additional cost to the Town, any failure of workmanship or materials occurring during the guarantee period, provided such failure is not the result of vandalism, natural disaster, new impact damage, or other causes beyond the contractor’s control.

10. Project Budget

The total cost of the project must not exceed $100,000. Proposals must provide a fixed price for completion of the scope of work described herein and in the project appendices.

11. Alternate / Additional Stone Treatment Option

In addition to the base scope of work for approximately fifty gravestones and one obelisk, proposers are invited to identify whether additional gravestones from the project appendices, or from the same priority group, can be conserved within the stated project budget.

Proposals may include an alternate or optional line item describing the number of additional gravestones that could be treated within the total project cost, together with the proposed treatments for those stones. Any additional stones proposed for treatment must be addressed using the same conservation standards, documentation requirements, and work practices described in this Scope of Work.

The Town may, at its discretion, authorize treatment of additional stones if funding remains available within the approved project budget and if the proposed additional work is determined to be in the best interest of the project.
