About this file

This document is a Request for Proposal (RFP) issued by the City of Royal Oak, Michigan, for towing services. The city seeks to contract with a towing company to provide towing, storage, and impoundment of vehicles for the Police, Fire, and other city departments. The proposal covers two primary towing categories: Public Safety Involved Tows and City Vehicle Towing, with specific response time requirements including maintaining at least two tow trucks available during specified hours (7 a.m. to 11:59 p.m. on weekdays and weekends). The contractor must have 20,000 square feet of storage space within 5 miles of the Royal Oak Police Department, at least three years of towing experience, and the capability to handle various vehicle types including semi-trucks and trailers.

The RFP outlines detailed requirements for the towing contractor, including mandatory specifications such as maintaining computerized records, conducting monthly audits, providing comprehensive documentation, and handling abandoned and impounded vehicles according to state statutes. The city will evaluate proposals based on multiple factors beyond price, including experience, references, and operational capabilities. The contractor must provide uniform-wearing staff, maintain professional customer service, and agree to periodic audits. Notably, the city reserves the right to award the contract to one or more companies and will conduct background checks on potential contractors. The proposal emphasizes strict guidelines for vehicle storage, personal property handling, and overall operational standards.
