a) One award will be made from this solicitation, contractors must submit pricing for all items to be considered for award.
b) Mobilization includes Move-In and Move-Out costs, personnel, equipment, materials and incidentals to the project site and performance work necessary before beginning work at the project site. Cost of returning home is considered incidental to this item. Mobilization is complete when 100% of the personnel, equipment, and materials necessary to complete the work have been moved to the project site and work has begun.
c) Moves between locations. Costs for moves between units is considered incidental to the work, therefor, the contractor must consider this expense in their unit pricing.

The attachments to this Statement of Work/Specifications listed in the Contract Exhibits and
Attachment Section are hereby made part of this solicitation and any resultant contract.
Scope of Contract
This Firm Fixed Price, Performance Based contract requires mechanical piling of new or old slash, (woody debris on the ground), to accomplish fuels reduction on the Tonasket Ranger District, Colville National Forest. Areas will be treated by machine piling of slash, as described in this
Performance Based Statement of Work and Detailed Unit Information Sheet.
The expected result of the contract is to prepare slash for removal by burning in piles and to provide adequate site preperation for reforestation activities related to commercial treatments.
Contractor shall supply all materials, equipment, supervision, transportation, and labor for machine slash piling services. Units will be located in Okanogan County in Washington State. Services are to be performed during the period of approximately First of June, 2022 to Mid August, 2022.
Offerer is strongly encouraged to inspect the site where services are to be performed to determine general and local conditions that may affect the cost of contract performance.
The Contractor must, considering the given resource objectives, develop a plan of operation to accomplish these objectives and organize and direct all the equipment and personnel needed to fully accomplish the work. The Contractor must furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals except those items, if any, listed as
Government-Furnished property, necessary to complete the work requirements.
The Contractor is also required to develop a Quality Control Plan.
The quoter is advised to visit the work sites to determine production rates per acre and feasibility prior to submitting a proposal. Determination of production rates per acre and feasibility is the responsibility of the Contractor. The offeror is responsible for determining the amount of work.

Estimated Amounts:
This contract includes 295 acres of machine piling by excavator as noted in Schedule of
Items.
Contract period:
Estimated start work date is 5 days from the issuance of a written “Notice to Proceed”.
Based on start work date of approximately beginning June 1, 2022, a minimum performance production completion rate of 4 acres per 8-hour day or 72 days total.
This production rate is inclusive of slash piling and any Industrial Fire Precaution Level shutdown periods.

1. The location of the worksite (s), access to the area (s), size of each sub-item and other information pertinent to this contract are contained in the Performance Requirement Sheets and/or vicinity and project maps, which shall be considered as part of the technical specifications terms, and which are located in the Attachments of this contract.
2. Boundaries – All unit boundaries are marked with yellow flagging and white tags unless otherwise noted on the Performance Requirement Chart or Detailed Unit
Information Sheet. Virtual boundaries may be used and are given in attached geo referenced unit maps listed on Performance Requirement Chart and Detailed Unit
Information Sheet.
3. Accessibility
a. The project areas may be reached by forest roads that are accessible by standard pickup (with snow tires and chains, if needed) during normal operating seasons (June 1 through October 31) unless otherwise noted in the Performance Requirement Sheets. The
Forest Service assumes no obligation to plow snow or to do special maintenance to keep roads open.

b. No vehicle will be permitted to operate off system roads without approval of the
Contracting Officer.
c. No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, etc.) without approval of the Contracting Officer. Contractor is required to place their own combination lock on gates that are to remain closed during operations and show on the Motor Vehicle Use Map, Colville National Forest as being closed. d. Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer or as hereinafter provided.
e. Use of OHV’s (off-highway vehicles) including but not limited to 4-wheelers, 6-wheelers and motorcycles, will need an authorization from the District Ranger when use is on roads closed by the most current Motor Vehicle Use Map, Colville National Forest.
f. A camping permit to occupy the jobsite by Contractor personnel will NOT be issued under this contract.
g. The areas located near the U.S. and Canadian border are under close observations by the U.S. Border Patrol and any activity in these ares my cause further investigation by the
Boarder Patrol. When any areas are within 3 miles of the Border that the Contractor wishes to visit, the Contractor is encouraged to stop at the U.S. Border Patrol office located in Colville, Washington and notify the Border Patrol that you intend to be in the area before making visits to work items.
Government Furnished Property and Services:
The Government will provide the following item(s) of Government property to the
Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the “Government
Property” FAR clause contained elsewhere in the contract.

Contractor Furnished Critical Items and Services:
A. The Contractor must furnish everything required to perform this Performance Work
Statement. The Contractor must furnish all labor, equipment, supervision, transportation, supplies and incidentals except those specifically listed as Government-furnished property.
Examples of supplies include the following, but are not limited to:
1. Mechanical equipment and attachments.
2. Red Biodegradable flagging (plot locations, if used)
3. Indelible ink markers for writing on biodegradable flagging
4. Azimuth Compass
5. Logger’s tape.
6. Pruning Shear or Loppers
7. Hand tools such as shovels and Pulaskis
8. Personal Protective Equipment
9. As many BioBased / BioPreferred Products as applicable.
10. GPS to use for location and navigation
11. Waterproof paper to cover piles
B. The Contractor must provide tools, transportation and sufficient workforce to complete the contract in the specified time. The Contractor must also have, at all times of contract performance, a properly designated representative that understands and speaks fluent English. Contractor must also provide proof of a Washington State Farm Forest
Labor license and proof of Migrant and Seasonal Agricultural Worker Protection Act
Registration.
C. The Contractor must provide a Quality Control Plan (QCP) in their proposal as described in this solicitation. The Quality Control plan must demonstrate how the
Contractor will assure quality meets the requirements and specifications of the contract. It must describe how quality will be monitored to assure the performance standards are met;
the supervision of operator or operators and work; and personnel that will be performing the quality control. Quality control shall include monitoring quality while work is in progress, resource protection, and other associated tasks, and using an unbiased sample of work and determining actual quality percentage.

D. Contractor must have in his/her employ, inspectors with at least one year of experience in machine piling and who are adequately trained in the required inspection procedures.
E. Contractor shall always have a copy of the contract at the work site.
F. Clean Up Before Contractor Departs a Work Unit. All Contractor’s rubbish, materials, temporary structures and equipment must be removed from the work area prior to going to another unit. The Contractor must leave the area in a clean condition satisfactory to the Contracting Officer.
G. Contractor shall provide at least one point of contact. The point of contact is responsible for ensuring contract specifications are met on the ground and the
Contractor/Operator is completing their quality control.
H. Work shall be performed in an organized systematic manner. Completed work shall not be scattered within or between units except as necessitated by on-the-ground conditions and only when authorized by the Contracting Officer.
I. Biobased / BioPreferred: In the performance of this contract, the Contractor shall make a maximum use of biobased products as stated in clause FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts.
J. Labor Intensive Service Requirements
The Contractor must apply with the Labor-Intensive Service Requirements listed in
Attachment C.

Release of Claims Form Prior to Final Payment
Obligations of the Contractor:
A. The Contractor shall ensure all equipment moved onto National Forest land is free of soil, seeds, vegetative matter, or other debris that could contain or hold non-native noxious weed seeds, to prevent the introduction of noxious weed seeds onto National Forest land. Contractor shall employ whatever cleaning methods necessary to ensure compliance with the terms of this provision and shall notify Forest Service prior to moving each piece of equipment onto
National Forest land, unless otherwise agreed in writing. Notification will include identifying the location of the equipment's most recent operations.
B. The operator employed by the Contractor shall have sufficient skill and experience to properly perform the work to specifications. Any operator or other workman who, in the opinion of the Government, does not perform their work to specifications or does not perform in a skillful manner shall be removed by the Contractor upon written request from the CO.
C. The Contractor shall be responsible for any damage to existing structural improvements such as water developments, fences, monumented corners, bearing trees, road surfaces and/or drainage structures as a result of contract activities. The Contractor shall restore any damage, immediately, back to its existing condition prior to the damage with oversight from the Government to ensure the restoration of damage does not additionally impact the damaged area.
D. The Contractor shall be responsible for excessive damage to natural resources, such as physical damage to residual trees, excessive mineral soil exposure and compaction, excessive berms from short turning radius, etc. The Contractor shall be required to repair restorable damage.
E. The Contractor shall be responsible for the determination of the area of their accomplishment. The Government will provide payment for only the total accomplished acres since the preceding pay invoice.

F. At all times that work is being performed under this contract, a copy of the contract must be on site and must be readily available to the Contractor, their representative and the individuals performing the work.
G. The Contractor shall be responsible for removing any trash or refuse left in or adjacent to the units as a result of operations performed under the contract.
Performance Requirements Summary
Technical Specifications
Treatment Sequence
Areas will be treated by machine piling of slash, as described in this Performance Based
Statement of Work and/or Detailed Unit Information Sheet.
Pile Requirements
1. Piles shall be constructed in such a manner as to combust completely, contain fire within the pile perimeter, and do minimal damage to residual trees.
2. Piles shall be located such that overstory canopy does not exist above the pile.
Larger piles shall be constructed in areas with wider spacing or overstory trees are of a large diameter to prevent scorch from pile burning in the overstory canopy.
3. Pile height shall be at least 5 feet minimum and 15 feet maximum.
4. Pile diameter shall not exceed 20 feet and pile diameter shall not exceed twice the height of the pile.
5. Nothing shall protrude more than 5 feet outside of the perimeter of a pile.
6. Tree boles (trunks) and large diameter limbs should be aligned parallel to each other within at least 75% of the pile.
7. Piles shall not be placed on large or tall stumps, down logs greater than 12 inches
(small end diameter), or large rocks.
8. Piles shall not be constructed in roads, ditches, meadows, grass “scablands” or channel bottoms.
9. Piles shall contain minimal amounts of soil or rocks.
10. Piles shall be compacted (smashed down) to minimize air space and assist with protection of the debris from penetration by precipitation prior to burning.
Non-Specific Requirements for all Services
1) Contractor shall exercise extreme care to prevent damage to leave-trees. Protect residual trees from damage and scarring as a result of contract operations
2) Equipment shall not operate on slopes greater than 35%.
3) Machine operations shall be conducted in such a manner as to minimize additional soil disturbance or compaction. Generally no more than 10% of the soil within the project
Solicitation No: 1240BD22Q0049 area may not be disturbed. Detailed Unit Information Sheets may alter this percentage depending upon unit requirements.
4) Equipment shall operate on existing skid trails or slash mats generated by harvesters to the extent practicable.
5) Refueling, maintenance, and repair shall be done at landings or forest roads where practicable.
6) Equipment shall not cross or operate in meadows, stream channels, Riparian Habitat
Conservation Areas (RHCA’s), or other non-work areas without approval of the
COTR.
7) Mechanical equipment shall not operate within 100 feet of Class 4 Streams and no operations shall occur within 300 feet ft of Class 1, 2, or 3 Streams unless otherwise specified in the Detailed Unit Information Sheets.
8) Contractor shall suspend work, preferable on their own, if soil moisture levels subsequently exceed standards and guides or excessive soil disturbance is becoming evident due to adverse or unusual weather conditions.
9) Retain (do not pile or masticate), if available on site, four wildlife logs per acre (whole tree boles per acre), generally distributed throughout the area. Wildlife logs are defined as any down log greater than 12 inches in diameter on the small end and at least 6 feet in length.
10) Contractor shall exercise extreme care to prevent damage to all physical improvements (fences, telephone lines, established land corners, buildings, ditches, etc.) on the contract area. Contractor shall be liable for damage to physical improvements and shall make immediate repairs to damaged physical improvements.
11) Open roads shall be kept free of mastification or piling debris. This includes road surface, cut banks, roadside ditches, and culverts.
12) No piles shall be left within 10 feet of any physical improvement.
13) Contractor shall notify the COR when a unit is complete before moving out of the general area.
Equipment Specifications - All mechanical equipment proposed for use on this contract shall meet the following specifications:
1) Ground pressure not exceeding 7.5 pounds per square inch
2) Climbing/working ability up to 35 % slope
3) Capable of moving within stands without damaging leave trees
4) Effective arm reach of 25 feet minimum
5) Ability to masticate fuels to desired specifications
6) Ability to grapple pile fuels to desired specifications
7) Ability to perform work from existing skid trails or slash mats.
8) Operator cab, engine and arm shall be able to rotate 360 degrees
9) Non leaking fluid systems
Equipment Transportation:
The Contractor shall be responsible for initial delivery, movements between project areas, and final move out costs.

Substitution Of Equipment:
A. If equipment is inoperative (for 72 consecutive hours) during a period when work is ordered by the Government, the Contractor shall provide substitute equipment (meeting the specifications listed herein) no later than the end of the 72-hour period and notify the
Government as soon as possible. Such replacement equipment shall be subject to inspection and acceptance by the Government at the work site.
B. The Contractor may substitute, during the course of the contract, a like piece of equipment for any furnished under the contract. The substitute equipment must meet contract specifications and requirements. Any equipment substitution is made at no cost to the Government.
Salvageable Material
No salvage material is offered under the terms of this contract.
Definitions
Administrative Terms
Acceptable Service. A job performed to the standard and within the acceptable quality level. The Contractor must do the specific job, and meet the standard, and meet the acceptable quality level before one can say that performance is acceptable for payment.
Acceptable Quality Level (AQL). The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction. An
AQL does not allow a Contractor knowingly to offer defective service, but limits reduced payment to circumstances in which defective performance results in a measurable reduction in the value of services rendered.
Best Value. One criterion used for selecting a service Contractor for award, based on comparison of the service price offered, with the quality of service offered.
Biobased. Products determined by the U.S. Secretary of Agriculture to be commercial or industrial product (other than food or feed) composed, in whole or in significant part, of biological products, including renewable domestic agricultural material (including plant, animal and marine materials, or forestry materials.

Biodegradable. Products that are non-toxic, non-petroleum, and have low VOC levels.
Typically originating from plant or animal sources, which may be broken down by other living organisms.
Bio Preferred. Biobased items the USDA has designated as “preferred” for purchase. It meets or exceeds USDA – established minimum biobased content requirements.
Calendar Days. Every day shown on the calendar, Saturdays, Sundays, and holidays included.
Change Order – An order issued to the Contractor by the Contracting Officer, pursuant to the “Changes” clause included in Section I of this contract, requiring work to be performed within the general scope of the contract.
Contract Item – A pay item designated on the bid schedule and described by a specification.
Contracting Officer (CO). – A Government employee with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.
Contracting Officer’s Representative (COR). A Government person appointed by the
Contracting Officer (CO) to help the CO with the contract administration and surveillance. The duties and responsibilities of a COR are defined in the letter of designation by the CO. The Government may appoint another COR to help the COR with inspector type duties. This COR’s authorities are strictly limited, not to exceed the authority to issue a Contractor a Notice of Non-compliance. It is important that the
Contractor reads the CORs designation to determine what type of authority each one has.
Crew Foreman – The individual responsible for ensuring the contract specifications are met on the ground and that the proper inspection plots have been taken.
Defective Service. A block of service that contains one or more defects, or nonconformance with specified requirements.
Federal Acquisition Regulations (FAR). The Federal Regulations that govern Forest
Service acquisitions of property and services, also supplemented by the FSAR (Forest
Service Acquisition Regulations).
Forest Supervisor – The person responsible for administration of a National Forest, including his authorized representative.
General Provisions – Those provisions of an administrative nature applicable to the contract.

Government. Title used to represent the United States Federal Government and its designated employees acting within their delegated contract authority. Throughout this contract the titles United States, USDA- Forest Service, Forest Service, and USFS may be used interchangeably as synonymous with Government.
Government Technical Monitor (GTM). A Government person appointed by the CO to help the COR with the contract administration and surveillance. The duties and responsibilities of a Government Inspector are defined in the letter of designation. The
GTM’s authorities are strictly limited.
“Green” purchasing: Green Purchasing is the method wherein environmental and social considerations are taken with equal weight to the price, availability and performance criteria that are used to make purchasing decisions. Green Purchasing is also known as
“environmentally preferred purchasing (EPP), green procurement, affirmative procurement, eco-procurement, and environmentally responsible purchasing” particularly within the US Federal government agencies. Green Purchasing minimizes negative environmental and social effects through the use of environmentally friendly products.
Green purchasing attempts to identify and reduce environmental impact and to maximize resource efficiency. Examples include: Recycled content products, also known as
Comprehensive Procurement Guideline (CPG) Items; Energy Star. And energy-efficient products; standby power devices; Alternative fuel vehicles/alternative fuels; Biobased products; Non-ozone depleting substances, as well as Environmentally preferable products (EPP), etc
Indefinite Delivery Contract – A type of contract in which the delivery is unspecified in the original contract but established by the Contracting Officer during performance.
Indefinite Quantity Contract – A contract providing for an indefinite quantity, within stated maximum or minimum limits of specific supplies or services to be furnished during a fixed period with deliveries to be scheduled by placing orders with the contractor.
Labor Standards Provisions – Those statutory and regulatory requirements pertaining to the Contractor’s employees and employment practices.
Performance Based Service Contract (PBSC). A service contract that (1) Describes requirements in terms of results required rather than the methods of performance of the work; (2) Use measurable performance standards (i.e., terms of quality, timeliness, quantity, etc.) and quality assurance surveillance plans; (3) Specifies procedures for reductions of fee or for reductions to the price of a fixed-price contract when services are not performed or do not meet contract requirements; (4) May include performance incentives where appropriate.
Performance Requirements Summary (PRS). Identifies the key service outputs of the contract that will be evaluated by the Government to assure contract performance standards are met by the Contractor.

Period of Performance (also Performance Period or Contract Time). The number of calendar days allowed in this contract for completion of the contract work. Once begun on the official start date, the period of performance will be counted in consecutive calendar days, including Sundays and holidays. This time may be suspended by
Government issuance of one or more written Suspend Work Order/s.
Quality Assurance. Those actions taken by the Government to assure services meet the requirements of the Performance Work Statement (PWS). Government inspection for quality assurance does not substitute for the Contractor’s quality control.
Quality Assurance Surveillance Plan (QASP). An organized written document used for quality assurance surveillance. The document contains specific methods the
Government will use to perform surveillance of the contractor.
Quality Control. Those actions taken by a Contractor to control the performance of services so that they meet the requirements of the PWS. The methods for inspecting for quality control are described in the Contractor’s Quality Control Plan (QCP).
Random Sampling. A sampling method in which each service output in a unit has an equal chance of being selected. A method of inspecting a few individual items in a lot to determine the quality of that lot against the standard.
Specifications – That portion of the contract comprising a description of the general and technical requirements for materials, products or services to be furnished under the contract.
Standard. An acknowledged measure of comparison.
Work Order – An order written by the COR, which directs the Contractor to correct deficient performance. It may also be used to document satisfactory completion of units and give permission for the Contractor to begin work on additional work units.
Technical Terms
Activity Slash – Any vegetation that was cut from recent logging operations.
Aspen Clone – An aspen in a group of three or more live aspen trees greater than 5 inches DBH that are within 20 feet of each other.
Average Spacing - The average distance between all leave trees necessary to provide the desired number of leave trees per acre.
Bucking - Cutting thinning slash left in place into lengths as indicated by technical specifications and project map(s).

Brush – Vegetation consisting of shrub species with single or multi-stems originating at or near ground level not normally reaching more than 20 feet in height. Examples include, but are not limited to, serviceberry, vine maple, thimbleberry, bitterbrush, snowberry, alder, ninebark, willow, water/paper birch, and ceanothus. Note: Alder, birch, willow and vine maple may be in brush or hardwood tree form.
Clump – Two or more trees with touching or near touching crowns.
Conifers - Douglas-fir, ponderosa pine, lodgepole pine, western larch, Engelmann spruce, subalpine fir, western red cedar, western hemlock, white pine, pacific yew and grand fir.
Crooked Trees - Trees with a sharp crook on the main bole which is less than 13 feet from the ground and offset more than three inches from the longitudinal axis.
Cultured Superior Tree - Tree that has had the vegetation and trees cut and cleared in a circular area surrounding the Superior Tree.
Damage - Includes any defect or deformity of a tree resulting from agents such as wind, snow, animals, insects, disease, and equipment, and evidenced by such things as dead or broken tops or trunks, crooks, deep scars, abnormal swelling of the bole, or conks.
Deficient Trees - Those trees cut which should have been left to maintain average spacing requirements; or trees not selected according to the technical specification requirements; or trees that are excessively damaged by the thinning operation.
DBH (Diameter Breast Height) - Diameter of the trunk measured at a point 4-1/2 feet above the ground level on the uphill side of the tree.
Diseased Trees include but are not limited to the following:
A) Mistletoe-infected trees.
B) Trees with one or more visible infections on the live crown or stem unless needed to meet spacing requirements.
C) Trees with off-color foliage.
D) Trees infected with root rot.
E) Trees otherwise exhibiting a generally unhealthy appearance.
Excess Tree - A tree left uncut by the Contractor that is designated within technical specifications to be cut and any cull tree not cut or girdled or any tree unsatisfactory pruned, as required in the technical specifications.
Forked Tree - Tree with one or more forks in the live crown.
Girdling - A cut through the bark and cambium tissue completely encircling the tree trunk for the purpose of killing the tree.
Hang-up Tree - Any cut tree suspended more than two feet above the ground.

Hardwoods - aspen, birch, and cottonwood.
Healthy Tree – A tree of good form and vigor which shows no physical damage or suppression, extends vertical from the ground and has a minimum of 30 percent live crown.
Horizontal Plane - Acreage measured as though the terrain were level, with no adjustment for changes in slope.
Incidental Work - Any work required as a result of thinning, such as but not limited to bucking, pullback, scattering, girdling, fence repairs, etc.
Ladder Fuels Reduction – A thinning treatment in an area where a full multi-storied stand exists, with the primary aim of removing the conduit for fire to move from the forest floor to the canopy.
Leave Strip - An area within a thinned unit in which no cutting shall be done to create a fuels break and/or wildlife screen.
Leave Tree - Any tree that is selected or required to be left standing as provided in the specifications.
Live Stream Channel - Stream channel with water in it, or a channel which shows evidence of washing.
Lopping and/or Scattering - Cutting limbs from trunks of cut trees, bucking, and moving and rearranging of slash concentrations to reduce the fuel bed height as specified.
Low Vigor Tree – A tree of poor form, which has less than 30 percent live crown ratio, a height –to-diameter ratio over 80 (tall, skinny trees), is chlorotic, fading or otherwise unhealthy crown, and/ or Dwarf mistletoe infection centers.
Manual Release - The cutting of vegetation within a specified radius around a suppressed leave tree.
Minor Damage - Crooks in the trunk which are offset less than three inches from the long axis and within 13 feet of the ground, no forks, broken or scarred top or bark damage extending more than 1/4 the circumference of the tree.
Noxious Weeds: shall be defined as all weeds under State law (17.10 RCW) identified as any plant which is highly destructive, competitive, or difficult to control by culture or chemical practices and listed by the Okanogan County Noxious Weed Board current policy procedures.
Open Road – System roads that are shown as “open” on attached maps.

Piling – Gathering and stacking of thinning/whipfelled slash and activity slash by hand methods into piles constructed and located as indicated by technical specification and project maps.
Pull Back - Pulling thinning slash by hand methods back into thinned unit and dispersing as indicated by technical specifications and project maps.
Riparian Zone- The area approximately within 100 feet from the edges of all perennial streams, lakes and other bodies of water.
Road Prism – The area between the outside edges of the fill slope and the cut slope.
Slash - Any vegetation that was cut by the Contractor.
Spacing - The horizontal distance from the trunk of one leave tree to the trunk of the next nearest leave tree [measured from the middle (not the outside) of the base of each tree].
Thinning –The cutting of live trees that are greater than 1 foot high and less than 6 inches
DBH for lodgepole pine and less than 7 inches DBH for all other tree species, to a designated spacing.
Untreated Area – Areas that are excluded from treatments due to sensitive soils, mule deer hiding cover, wetland/ riparian areas, threatened and endangered plants, desirable snags or species, or other reasons. Also known as skips.
Virtual Boundary – A unit boundary that is shown on the map but is not demarcated on the ground. The contractor must use mapping applications in order to locate these boundaries in the unit (Roadside hand pile units).
Wildlife Tree – Two green conifer trees per acre that are eight inches or larger DBH and three snags per acre which are retained to meet wildlife needs.
Whip falling- The cutting of live or dead harvest damaged trees or non-desirable trees of poor form that are greater than 1foot tall and less than 7 inches DBH.
