TMX7510 Phantom Camera Purchase Hill Air Force Base, UT
(i) This is a solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 15.201(c), as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government intends to award a Brand Name, Firm Fixed Price (FFP) to an authorized distributor of Vision Research, in accordance with FAR 13.501, and FAR 13.106 (b).
Refer to attached Justification for an Exception to Fair Opportunity (JEFO) for further information. Interested parties may identify their interest capability by contacting the buyer/contracting officer identified in this solicitation.

(v) Description of item(s)/service(s) to be acquired:
The Contractor shall provide the 582 MMXS Explosive Ordnance Test Laboratory (EOTL) at Hill AFB with two (2) PHANTOM TMX-7510 ulta-high speed cameras, one (1) year warranty/support per camera, and four (4) additional years of Support per camera. The 582 MMXS Explosive Ordnance Test Laboratory (EOTL) supports a multitude of test programs by performing First Article, Developmental, Service Life Extension, and Investigative or Emergency Testings on a multitude of government assets. In order to improve the ability to characterize and understand munition blast and fragmentation performance, 582 MMXS EOTL is collecting data of the case surface of munitions. The requested PHANTOM TMX-7510 ulta-high speed cameras, calibrated as a stereo-pair, will allow for the collection of the three dimensional (3D) position of many point on the bomb surface over time.
All CLINs are anticipated to be established on a firm fixed price basis.
Any deviations should be clearly specified in the notice response.
All proposals should indicate if the vendor can achieve the 6 week delivery suspense date.
Responding vendors must specify any warranty conditions and parameters with their responses.

(iii) 52.212-2: Evaluation -- Commercial Items
(a) The Government will award a FFP Purchase Contrat resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Price
(ii) Technically Acceptable with the ability to comply with the Product Description and the authority by the Cognizant Engineer to perform this service
(b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures.
Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(iv) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
(v) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).

Description and Specifications
The Phantom TMX 7510 is an ultra-high-speed camera to utilize back side illumination. The TMX 7510 has 75 Gigapixel throughput which can provide over 76,000 fps at a full 1 Mpx resolution of 1280 x 800. At reduced resolutions the camera will record at over 770,000 fps in standard mode and up to 1.75M fps and 95ns in with the FAST mode.
Requirements:
The camera is available with multiple options. The table below lists the options desired at Explosive Ordnance Test Lab.

In addition, due to the environment in which these cameras are tested, EOTL is requesting adding a 4-year service package (on top of the 1-year included with camera purchase) to allow the Contractor to provide management, labor, tools, parts, materials, and equipment necessary to perform yearly inspections, maintenance and repairs of two (2) TMX7510 Phantom manufactured Ultra high-speed cameras to original manufacturer specification operational functionality. These services shall be performed at the Contractors facility.
1.0 Design Specification
The design specification of the camera is dictated by the test objective. In order to improve the ability to characterize and understand munition blast and fragmentation performance, EOTL collects optical data of the case surface of munitions. The use of ultra-high speed cameras, calibrated as a stereo-pair, allows for the collection of the 3D position of many points on the bomb surface over time. The cameras will be protected in a hardened box behind cement blocks. These cameras will be approximately 50 feet away from the detonation. Two disposable mirrors will be arranged such that the cameras will have an approximate 100 to 150mm focal length ensuring the field of view spans the entire length of the bomb (50” to 75”, depending on munition, 20” high). The relationship between pixel resolution and frame rate will be balanced such that the most data will be captured. In addition, camera synchronization or delay will need to be minimized to ensure frame delay does not interfere with data collection.

2.0 Description of Support Work
2.1 Annual Routine: The Contractor shall perform an annual comprehensive evaluation and maintenance of two (2) Ultra high-speed cameras.
2.1.1 The Contractor shall identify to Government Customer Representative (GCR) repair work required outside of annual maintenance that falls in the tier I and tier II definition as identified in section 2.3.
2.1.2 The Contractor shall provide a Contractor format Return Material Authorization (RMA) form with an RMA number, camera information and case ID.
2.1.3 The Contractor shall provide new Original Equipment Manufactured replacement parts.
2.1.4 The Contractor shall calibrate the equipment to factory specifications.
2.1.5 The Contractor shall provide a Contractor format RMA Report identified in section 2.7 once services are completed.
2.2 AS REQUIRED: The Contractor shall perform as requested and when required/necessary by the GCR a comprehensive evaluation and diagnosis of Ultra high-speed camera/cameras model number: TMX 7510.
2.2.1 The Contractor shall identify repair if the repair work required falls in the tier I and or tier II definition as identified in section 2.3.
2.2.2 The Contractor shall provide a Contractor format Return Material Authorization (RMA) form with an RMA number, camera information and case ID.
2.2.3 The Contractor shall provide new Original Equipment Manufactured replacement parts.
2.2.4 The Contractor shall calibrate the equipment to factory specifications.
2.2.5 The Contractor shall provide a Contractor format RMA Report identified in section 2.7 once services are completed.
2.3 Special Requirements & Definitions
2.3.1 The Ultra high-speed cameras shall be operational and serviceable after completion of repair.
2.3.2 Annual Equipment Maintenance: The Contractor shall perform Services to include cleaning of sensor and camera body, removal of loose debris, manual testing, automated functional testing, final inspection, calibration, camera firmware updates and back focus adjustment on cameras to ensure camera is performing optimally.
2.3.3 Equipment Service: The Contractor shall perform required diagnostic sand service to on cameras to ensure camera is performing optimally. The Contractor will address customer issues that result in replacement of parts such as fans or shutters, updates of memory or sensor boards, etc. The camera is either placed into a low-level or high-level maintenance tier depending on the parts and labor associated with addressing the customer issue. Under a support plan, either level is covered.
The camera will be confirmed functional by performing calibration and function/thermal testing, final inspection, calibration, camera firmware updates and back focus adjustment after the repair is made.
2.3.3.1 Tier I (low-level covered) services defined as follows:
Replacement of parts such as fans or shutters, updates of memory or sensor boards, etc. to ensure camera is performing optimally. Camera will be confirmed functional by performing calibration and function/thermal testing, final inspection, calibration, camera firmware updates and back focus adjustment after the repair is made.
2.3.3.2 Tier II (high-level) service defined as follows:
Any equipment repairs of equipment which has been disassembled, repaired, tampered with, altered, changed or modified by persons other than authorized service personnel, unless such service/repair by others is made with the written consent of Contractor. Any equipment repairs of defects or damage to equipment resulting from wear, tear, misuse, negligence, improper storage, transit, non-performance of normal maintenance tasks, battery leakage, or use of incompatible accessories.
2.3.4 At completion of repair the Contractor shall return the Government Furnished Property (GFP) to HAFB GCR identified in paragraph 3.
2.4 Delivery Timeframes: The GFP shall be maintained and/or repaired and returned to the Government no later than (NLT) the following timeframes identified below:
2.4.1 2 The government shall ship the GFP to the Contractor for evaluation, maintenance and/or repair. Once Ultra high-speed camera(s) are maintained and/or repaired and calibrated the Contractor shall ship GFP to Government GCR identified in section 3.
2.4.2 Annual Maintenance: 8 weeks after receipt of GFP.
2.4.3 As required deliveries:
2.4.3.1 Tier I services NLT 8 weeks after receipt of GFP.
2.4.4 Tier II services NLT 12 months after receipt of GFP.
2.4.5 GFP can be sent in at different time frames through the year and may not all require the same level of service.
2.5 Security Requirements: Contractor shall be responsible for safeguarding all government property provided to the Contractor.
2.6 Quality Assurance. The Contractor shall inform the Contracting Officer in writing when discrepancies occur and will request corrective action. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer.
2.7 Records. The Contractor shall provide a written repairable item inspection report (244 forms) to include all repair work accomplished (CDRL A001). If additional request is made by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.
3.0 CONTRACTUAL REQUIREMENTS
The following person has been designated the Government Customer Representative by the Contracting Officer. The camera should be shipped to the location below.
