The System for Award Management (SAM) is available for use by the United States Air Force (USAF). SAM is the government-wide acquisition and award support system consolidated by the General Service Administration’s (GSA) Office of the Integrated Award Environment (IAE). SAM acts as a single authoritative data source for vendor, contract award, and reporting information, thereby eliminating the need to enter multiple sites and perform duplicative data entry. SAM consolidates hosting to make the process of doing business with the government more efficient.

(4) Justification for restricting consideration to a brand-name item:

IAW FAR 16.505(b)(2)(i)(B) and AFMAN 64-302 paragraph 6.8, “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.”

The Phantom TMX 7510, manufactured by Vision Research, is an ultra-high speed camera which is unique in its utilization of back side illumination (BSI). BSI technology provides increased processing efficiency, allowing for the capability of capturing images at unprecedented speeds without sacrificing image quality. The unique BSI sensor found in the Phantom TMX 7510 camera allows more light to reach each pixel, improving light sensitivity and quantum efficiency (QE). The Phantom TMX 7510 camera has interchangeable lens mounts which enables the use of high quality and specialized optics without limitation. The camera mount can be customized for each particular test as needed.
