Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Internal Revenue Service (IRS) intends to issue a Firm Fixed Price contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 31 January 2017 to SAS Institute, Inc., (SAS). It is a follow on contract. The period of performance will be for a base and four option years. The contract award is for the continuation of software licensing, maintenance and support as well as the development of both large scale and small applications for Statistics of Income (SOI) research, capacity studies and planning groups. Currently, the proprietary Statistical Analysis

Software (SAS) resides on the mainframe computers at the IRS Enterprise Computing Center located in Martinsburg, WVA. As a result, the SAS Institute, Inc., has been identified as the only source that can satisfy the agency's requirement as they do not authorize third party vendors to provide licensing or maintenance support of its products. This contract to be awarded will replace the current SAS Contract TIRNO-11-C-00068, which was extended through 03/31/2017.

IRS intends to award this requirement as a sole source to SAS since the services are follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service during the time required to issue a new competitive contract.

The North American Industry Classification System (NAICS) code for this requirement is 541511.

This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by IRS. All responses must be submitted to the

Government point of contact at the email address shown below. A determination by the

Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
