About this file
This document is a justification and approval for a sole source procurement of boot, dust and moist kits from Timken Gears. The Defense Logistics Agency Troop Support requires 127 kits with an estimated unit price to be determined via price analysis considering current prices received, historical prices, and fair market price development using the DLA Pricing Tool. Other than cost and pricing data may be requested. Market research found Timken Gears to be the only known manufacturer currently capable of supplying the required item, as the proprietary drawings are not possessed by the government. The justification cites the statutory authority as 41 U.S.C. 1901 and will be posted with solicitation SPE5EK-21-P-0128 for public inspection. Actions to encourage competition include periodic review of item codes and inclusion of a procurement note to encourage alternate offers. The product specialist and contracting officer approved the justification on 2020-10-14.
