1.0 BACKGROUND

The R/V Tiglax was originally built in 1986 and many systems on the ship are either outdated or have exceeded their useful life. The U.S. Fish & Wildlife Service (FWS) is seeking shipyard services to refurbish the R/V Tiglax so that it may continue to operate for another 40 years.

The R/V Tiglax is a steel-hulled research vessel operating in US domestic waters with a home port in Homer, AK. It has the following principal dimensions: 121.25-ft Length x 33-ft Beam x 11.5-ft Draft; a displacement of 439 LT; and admeasurement of 416 gross tons.

A Matterport® Scan and Virtual Ship Check were completed in June 2020 and the Scan can be furnished through the proposer’s File Transfer Protocol Site or by other means upon request to the COR.

The refurbishment work consists of general work items, hull and structure repairs, propulsion system repair and replacement, electrical system improvements and replacement, auxiliary system refurbishment and replacement, outfit and furnishing improvements, and science support system replacement. This work also includes integration and engineering support, as well as ship assembly and support services.

2.0 SCOPE OF WORK

FWS proposes to enter into a contract to refurbish the R/V Tiglax at a shipyard on the Pacific Coast of the United States. The project involves an extended period in a dry dock facility to begin no earlier than October 10, 2022. All work must be completed no later than March 31, 2023. The project includes replacement of both main engines and both generators. Engine replacement requires cutting and then repairing the hull. All new propulsion elements including new propellers are within the scope of the project. The main electrical panel will be replaced and significant alternations to electrical systems and vessel electronics are included in the contract. The project involves replacement of the heating and exhaust systems, replacement of engine and generator coolers, tank inspections, altering the engine room layout, tank inspections and sealing, vessel painting according to a paint schedule, and many other elements. All of the major replacement items require procurement by the contractor and will not be furnished by the government. All project details are covered in the general specifications, technical specifications, and drawings. The drawings and specifications represent the true contractual requirements. The above introductory paragraph merely summarizes some of the major project components.
