QUESTIONS & ANSWERS

for #TFSAIAF15R0002 – GRANT DATA EVALUATOR/VERIFIER IN COLOMBIA

Question 1. In Section M.2.2 (Technical Evaluation Factors), references from previous work are requested. Can references from IAF grantees be included within these references?

Answer 1. Yes, if previous work included work with IAF grantees, they may be used as references.

Question 2. Section K of the terms of reference for the solicitation (p. 21 - 23) is confusing, and we do not clearly understand exactly what we must do. On one hand in Form 308, paragraph No. 9, there is no mark with X for this Section, however, on the other hand, we see that in the chapter "IV Statements and Instructions", there are 3 pages with related information.

Answer 2. If you have previously acquired a SAM registration, Section K has already been completed as part of that process; otherwise, the contractor is required to fill out the Reps and Certs in Section K. (Section K should have had an X on page 1, Block 9 (Table of Contents) in both English and Spanish versions).

Question 3a. At present we have an account in SAM, and we are registered also in the CPRS system. Is being registered in these two systems sufficient?, or: must we do something specific to guarantee that we are fulfilling all the requisites asked by the solicitation? For greater clarity: Can you specify which certifications must be sent by the proponent with this status for this solicitation?

Answer 3a. Provide your existing DUNS and NCAGE numbers as part of your proposal submission, so that the government can verify the SAM registration; that will be sufficient and no other registrations are needed. -- In accordance with Section L.8.1, " The successful offeror shall complete the registration at www.SAM.gov unless language barriers exist".

Question 3b. In section C, part C. 2 explained in section C, part C. 2 sets out the following: It is estimated that each visit to a grantee requires approximately 5 days, including the preparation time for the visit (contact grantee, read grant documentation, copy the reports, etc. Practice has shown us that some verification visits, or the final visits, take some days more than the calculation outlined in the terms of reference. Does the cost proposal have to be done taking into account strictly 5 days? Or can you make a proposal with a calculation of different number of days?

Answer 3b. Answer: For price evaluation purposes, please use the numbers as listed in the solicitation (Section C.2, M.2.3); orientation visits are 5 days, grantee visits are five nights.

Question 4. In point M.2.3 there are differences in the calculation of visit days, the base year has 299 days, year 4 has 254 days and the other years have 264. Are there any special considerations to take into account for those years that show different figures? Do the cost calculations need to be done in a strict manner according to the listed number of days, or can changes be proposed for the number of days per year?

Answer 4. The number of days are based on the IAF's estimates of the annual portfolio size and the number of expected verifications, orientations, evaluations, and conferences per year. For price evaluation purposes, the contractor shall use the numbers as listed in the solicitation.

Question 5. In the same point M.2.3. there are estimated 40 visits per year, which are noted in the cost of transportation, however, (option) year 3 has 38 visits, is it due to something in particular?

Answer 5. The Independent Government Estimate (IGE) shows 1 less verification in Option Year 3 (contract Year 4) than in other years, due to fluctuations in portfolio size.

Pregunta 1. En el aparte M.2.2 (Factores de evaluación técnica) se solicitan referencias por desempeños anteriores. Pueden incluirse dentro de estas referencias las que expidan donatarios de la

IAF?

Respuesta 1. Sí, si el desempeño anterior incluyó trabajo con donatarios de la IAF, pueden ser incluidos como referencias.

Pregunta 2. La sección K de los términos de referencia de la licitación (pág. 21 - 23) es confusa y no tenemos claridad de que es lo que debemos hacer exactamente. Por una parte en el formulario 308, inciso No.9, NO está marcado con X este capítulo, sin embargo por otro lado vemos que en el capítulo “IV Declaraciones e instrucciones”, hay 3 páginas con información al respecto.

Respuesta 2. Si ya haya adquired un registro en SAM, la Sección K ya ha sido cumplido como parte de ese proceso; si no, es requirido que el contratante llene los Reps y Certificaciones en Sección K.

(Sección K hubiera debido tener un X en pagina 1, bloque 9 (índice) en las versiones de ingles y tambien español.

Pregunta 3a. Actualmente nosotros tenemos una cuenta en el sistema SAM y también estamos registrados en el sistema CPRS. ¿Estar registrados en estos dos sistemas es suficiente? , o ¿debemos hacer algo específico para garantizar que estamos cumpliendo todos los requisitos que se piden en la licitación?

Para mayor claridad, ¿Podrían especificarse que certificaciones deben ser enviadas por parte del proponente para el caso de esta licitación?

Repuesta 3a. Proporcionar sus numeros actuales de DUNS y NCAGE como parte de su presentación de propuesta, para que el gobierno pueda verificar el registro SAM; este será sufficiente y ningun otro registro es necesario. -- De acuerdo con la Sección L.8.1, "El oferente existoso va a cumplir el registro en www.SAM.gov menos que existan barreras de idioma."

Pregunta 3b. n la sección C, prte C.2 se expone lo En la sección C, parte C.2 se expone siguiente: Se estima que cada visita a un donatario requiere aproximadamente lo de 5 días, incluido el tiempo de preparación de la visita (ponerse en contacto con el donatario, leer la documentación de la donación, copiar los informes, etc. La práctica nos ha demostrado que algunas visitas de verificación, o las mimas visitas finales de los proyectos, toman algunos días adicionales a ese cálculo que se expone en los términos de referencia. ¿La propuesta de costos debe hacerse teniendo en cuenta de forma estricta los 5 días? o ¿se puede hacer una propuesta con un cálculo de número de días diferente?

Respuesta 3b. Con respecto a evaluación de precio, favor utilizar los numeros como son en la solicitación (Sección C.2, M.2.3); visitas de orientación son 5 días, visitas a donatarios son cinco noches.

Pregunta 4. En el punto M.2.3 existen una diferencias en el cálculo que se hace de días de visitas, El año base contempla 299 días, el año 4 contempla 254 días y en el resto de años se calculan 264.

¿Existe alguna consideración especial a tener en cuenta para esos años que muestran unas cifras diferentes? ¿Los cálculos de costos deben hacerse de forma estricta teniendo en cuenta ese número de días, o podrían proponerse ajustes en el número de días por año?

Respuesta 4. El numero de días se base en las estimaciones de la IAF sobre el tamaño anual del portafolio y el numero de verificaciones, orientaciones, evaluaciones y conferencias esperados por año.

Con respecto la evaluación de precio, el contratante debe calcular con los numeros enumerados en la solicitación.

Pregunta 5. En el mismo punto M.2.3. se calculan 40 visitas por año, que se señalan en la parte de costos de transporte, sin embargo el año 3 habla de 38 visitas, ¿es por algo en especial?

Respuesta 5. La Estimación Independiente de Gobierno (IGE) muestra una verificación menos en el Año Opcional 3 (Año 4 de contrato) que en otros años, debido a fluctuaciones en el tamaño del portafolio.
