Q.10: Re. 52.217-5 Evaluation of Options (Jul 1990)(a) 2.b. Staffing Plan and Approach
The RFP states
“Contractor resources possess the technical, managerial, foreign language and customer relationship skills to support FinCEN’s end-users. Incumbent contractor staff retention is desired”
Question 1. What specific ‘foreign language…skills’ are required – Spanish, French, Arabic, Russian?
Question 2. Since “Incumbent contractor staff retention is desired” will the government provide all bidders with the incumbent staff information (names, phone numbers, POC info) so that all bidders are on the same level playing field with relation to the incumbent contractor and that the incumbent does not have an insurmountable advantage where the government has stated that their employees are ‘desired’?
A.10: Answer to Question 1: See Performance Work Statement, Task Order 1, Section 2.1.1.e
“Egmont Secure Web (ESW)” and Section 3.2.3, Item l.
Answer to Question 2: The government will not provide or distribute incumbent staff information.
Q.11: Regarding the NAICS Code of this procurement:
Per the RFP ‘This procurement is 100% set-aside for small business competition under NAICS Code 561210.’
NAICS Code 561210 is defined as by the SBA in Note 12 to its Table of Small Business Size Standards Matched to North American Industry Classification System Codes as being used as follows:
“12. NAICS 561210 – Facilities Support Services:
a) If one or more activities of Facilities Support Services as defined in paragraph (b) (below in this footnote) can be identified with a specific industry and that industry accounts for 50% or more of the value of an entire procurement, then the proper classification of the procurement is that of the specific industry, not Facilities Support Services.
b) "Facilities Support Services" requires the performance of three or more separate activities in the areas of services or specialty trade contractors industries. If services are performed, these service activities must each be in a separate NAICS industry. If the procurement requires the use of specialty trade contractors (plumbing, painting, plastering, carpentry, etc.), all such specialty trade contractors activities are considered a single activity and classified as "Building and Property Specialty Trade Services." Since "Building and Property Specialty Trade Services" is only one activity, two additional activities of separate NAICS industries are required for a procurement to be classified as "Facilities Support Services."” Additionally, from NAICS.ORG the details for 561210 NAICS Code - Facilities Support Services are as follows:
Industry Description:
This industry comprises establishments primarily engaged in providing operating staff to perform a combination of support services within a client's facilities. Establishments in this industry typically provide a combination of services, such as janitorial; maintenance; trash disposal; guard and security; mail routing; reception; laundry; and related services to support operations within facilities. These establishments provide operating staff to carry out these support activities; but, are not involved with or responsible for the core business or activities of the client.
Establishments providing facilities (except computer and/or data processing) operation support services and establishments operating correctional facilities (i.e., jails) on a contract or fee basis are included in this industry.
Industry Classification:
Industry Sector- Administrative and support and waste management and remediation services Industry Sub Sector- Administrative and support services Industry Group- Facilities support services Industry- Facilities support services U.S. Specific Industry- Facilities support services [Source: http://naicscode.org/naicscode/561210/Facilities-Support-Services]
Question: Given that NAICS 561210 is specifically designed for specialty trade contractors (such as plumbing, painting, plastering, carpentry, etc.), and the original NAICS for this contract (TFCEN10D0002) when awarded on 09/22/2010 was 541513 - Computer Facilities Management Services, why has the government chosen NAICS 561210 Facilities Support Services, with a SB Size Standard of $38.5M which does not appear to be the correct one, instead of 541513 - Computer Facilities Management Services, with a SB size Standard of $27.5M?
A.11: Upon further research, the NAICS code 541513, Computer Facilities Management Services will be utilized for this Solicitation.
Q.12: Does the scope of this TO include inside plant? (Ref. 2.2.1.b Installs, Moves, Adds and
Changes (IMAC), (ii))
A.12: The scope of 2.2.1.b.ii only requires the contractor to coordinate work orders or tickets with other
IT teams specifically responsible for cable plant and connectivity.
Q.13: What is the frequency of instructor led and orientation training? (Ref. 2.2.1.i End User
Training/Communications)
A.13: Government FTE orientation occurs on the first business day (typically Monday) of the week.
Non-Government personnel orientation occurs on the second business day (typically Tuesday) of the week. Instructor led training are infrequent and typically occur during the launch of a new desktop or end-user product or service, such as new mobile phones or new secure printing capabilities; such training typically takes the form of seminars, lunch-time/”brown bag” sessions and “how-to” demonstrations.
Q.14: Please explain what is meant by “end-user projects” and provide some examples. This seems to be out of scope for the Tier 1-2 level support required of the IT Service Desk. (Reference 2.2.4 Personnel)
“Senior technicians shall possess skills to independently work on end-user projects as assigned to the IT Service Desk and provide technical project management.”
A.14: Examples of end-user projects may include:
• Upgrade to Microsoft Windows desktop operating system
• Upgrade to Microsoft Office products
• Deployment of secure mobile devices to end-users
• Printer consolidation and secure network print queue deployment
• Deployment of Microsoft Lync client to end-users
• Upgrade of Internet Explorer browser
2.2.4 sets the expectation that seasoned, experienced technicians shall possess the necessary skills and experience to minimally plan, coordinate and execute such projects.
Q.15: Please clarify requirements for the Volumes required by the IDIQ versus the Task Order 1.
Paragraph 8.4 A specifies the requirements for a Task Order proposal. The solicitation also has Technical Proposal Instructions starting on page 49. Which requirements should be followed for the overarching IDIQ proposal and which should be followed for the Task Order 1 proposal?
(Reference 8.4 A; Pages 49-55)
A.15: “Technical Proposal Instructions”, pp.49-55 provide the specific detail for submission of the
Offeror’s technical proposal. The IDIQ related requirements are stated in Sections 1-12 and 14.
Section 13 provides the Task Order specific requirements. The key personnel categories required for the IDIQ (Proposal Volume 2 Section 8.0) may also be utilized in the staffing plan for the Task Order. The contractor is not limited to these categories, and based on their unique approach, may add additional key personnel.

Q.17: Page 19 of 69, Section 8.4 Contract Holder Proposals, Factor 2 – Key Personnel states, “…provide job descriptions” and “specific assignments.” Would the Government please clarify that they would like the vendor to provide Job Descriptions and Specific Assignments only if additional key positions are proposed, since Section 3.2 Roles and Positions already provides the requested information for the requested key personnel.
A.17: The Government is placing an emphasis on the contractor specifically assigning named personnel to the listed roles and positions in section 3.2 defined as “Key Personnel”. Such personnel must demonstrate clear capability, skill and experience to perform in such roles.
Q.18: Page 33 of 69, Sections 3.1.1.2, Section 3.1.1.3, Section 3.1.2. In these sections, there are section references provided multiple times. Would the Government please correct these references or confirm they are accurate.
· Section 3.1.1.2 states “…shall contain SOPs for all areas encompassed in Sections 3.1 and 3.2.” Would the Government please confirm that they are referring to Sections 2.1 and 2.2 (Scope for FinCEN Application Support Desk and IT Service Desk)?
· Section 3.1.1.3 states “…propose a format for submitting each of the specified reports (Section 6.0).” Would the Government please confirm that they are referring to Section 5.0 (Deliverables)?
· Section 3.1.2 states “scope of work described in Section 3.0.” Would the Government please confirm that they are referring to Section 2.0 (Scope)?
· Section 3.1.1.3 and 3.1.2, refers to “performance standards described in Section 5.0”, would the Government please confirm these performance standards are those located in Performance Requirements Tables (Section 4.0).
A.18: Correction to 3.1.1.2. Last sentence should read: “The submitted manual shall contain SOPs for all areas encompassed in Sections 2.1 and 2.2.
Correction to 3.1.1.3:
- First sentence should read: “Performance standards are described in Section 4.0 for the ASD and the IT Service Desk.”
- Next to last sentence should read: “The contractor shall also propose a format for submitting each of the specified reports (Section 5.0) to the Assistant Director, Office of Infrastructure (Project COR), on an on-going basis.”

Q.19: Page 43 of 69, Section 5.0 Deliverables, please confirm the section references provided in Table
8 directing offerors to 5.1.3.
A.19: Correction to Table 8 – Deliverable Table: “Performance Standard” column should read “See
Section 5.1” for all entries.
Q.20: Page 49 of 69, paragraph five states, “…separate attachments using the provided templates…” Would the Government please clarify what “templates” they are referring to for each volume.
A.20: Templates are provided for labor category; rate and pricing detail (Attachments C, D-1, D-2, D-3) and are required in the Volume 5 submittal.
Q.21: Page 49 of 69, Technical Proposal Instructions, Would the Government please clarify what they are classifying as the “Technical Proposal”. Is the technical proposal comprised of Volume 2, Volume 4, or both Volume 2 and Volume 4 collectively?
A.21: “Technical Proposal” shall be comprised of Volume 2 and Volume 4.
Q.22: Page 49 of 69, Technical Proposal Instructions states, “…shall be limited to 45 single-sided pages…” Would the Government please confirm this total 45 page limit includes both Volume 2 and Volume 4. Therefore, offerors total page count for Volume 2 and Volume 4 would total 45 pages. They are not 45 pages each.
A.22: The technical response shall be limited to 45 single-sided pages.
Q.23: Page 49 of 69, Technical Proposal Instructions states, “…in addition, the following instructions shall be applied to responses for each section…” and goes on to list 3 bullets of required information. Would the Government please confirm this instruction does not apply to Section 1-6 of Volume 1, Sections 7-11 of Volume 2, Section 12 of Volume 3, and Section 14 of Volume 5.
More specifically, should these instructions apply mainly to Vol. 4- TO1 Factor 1 Element A (tech approach to accomplishing PWS tasks and deliverables)?
A.23: The instructions refer to Proposal Volume 4 – Task Order 1 Technical Factors Proposal.
Q.24: Page 54 of 69, Section 13.0, Would the Government please clarify what is meant by “provided templates”. Does this refer strictly to Attachments C and D?
A.24: Yes, see Answer A.20
Q.25: Page 54 of 69, Section 13.0, Would the Government please clarify if offerors are to follow the instructions on Page 19-20 when preparing Volume 4? If not, please clarify what offers are to provide for “technical approach” and “key personnel proposal”.

If this is not the case, would the Government please clarify the specific plans that will be evaluated for Technical Factor 3.
A.26: The offeror shall identify and present notional plans and report templates that shall be adapted upon contract award into the execution phase. These plans and report templates shall provide sufficient detail based on the requirements outlined in the PWS, specifically Section 4.0. The immediate transition plan remains a specific interest.
Q.27: Would the Government please clarify which evaluation criteria include evaluation of Volume 4
Task Order 1 Technical Factors Proposal?
A.27: Evaluation of Proposal Volume 4 – Task Order 1 Technical Factors Proposal shall be based on criteria noted on pp. 55-56, “Basis for Award”, (a), 1-4.
Q.28: Attachment D. In the Hours column, the first two mini worksheets (for 3.1.1.1 and 3.1.1.2) reference cells G7 and K7. The mini worksheets for 3.1.1.3 and 3.1.1.4 reference G22 and K22.
But the succeeding mini worksheets do not reference the “local” Total Hours, they continue to reference G22 and K22. Is this correct? If not, would the Government please revise Attachment D.
A.28: Corrected spreadsheet attached.
