Question: On the answers posted it states 1088 hrs. but predict 40hrs a week will the 1088 hrs. be changed to 1920 ?

Government Response: No, the 1008 hours is an estimate of the hours in 6 months. Each Labor Category proposed is anticipated to be needed 6 months out of the year on a 40 hour per week basis.

Question: Or do we just bid it at the 1008 hrs?

Government Response: Yes, please submit your Price Proposal by filling out Attachment 2 of the Solicitation

Question: The SF1449 states that this is a Labor Hour contract, however, on Page 9, FAR 52.216-22 Indefinite Quantity is incorporated into the solicitation.

Will the government please clarify the type of contract to be awarded?

Government Response: The contract to be awarded will be an Indefinite Delivery Indefinite Quantity contract with the ability to award Firm Fixed Price and Labor Hour Task Orders based on fixed price hourly rates established in the contract.

Question: PWS Section 4.2.2. Take action to recruit highly qualified personnel. A retention program, for highly specialized and/or hard-to-fill categories or locations, is necessary

Is the intent for this contract to provide ability to service both AFRH locations in DC and Gulfport MS?

Government Response: No, the intent is to provide services at the multiple locations on site at the DC AFRH Location.

Question: PWS Section 18.2. Contractor employees are entitled to holiday pay for the holidays designated by the Department of Labor Wage Determination WD 05-2301. Contractor employees shall only be paid holiday pay in the event the employee works at AFRH-W on one of the Federal Holidays.

The specified WD 05-2301 is for Mississippi yet the work location specified is AFRH-W, will the government clarify?

Government Response: WD 2005-2103 is the correct version. This is contract is only for use at the AFRH DC location.

Question: Section PROPOSAL SUBMISSION: The government is providing an estimated number of hours (1,008) to develop an overall evaluated price.

Can the government clarify if these hours will be leveraged on a consistent, temporary or strictly on-call schedule? Will the government provide additional detail on manpower utilization and scheduling?

Government Response: The hours will be on a temporary basis. Positions will be filled by placing task orders against this contract for a specified length of time. Some Task Orders may have options to extend the period of performance beyond the base period of the Task Order. No further detail is available at this time.

Question: Can the government clarify if there will be a forecasted need which may extend beyond 1,008 hours per labor category? If so why?

Government Response: It is not likely that a need will extend beyond the 1,008 hours per labor category per year.

Question: Based on the amount of time needed to develop an effective response, we respectfully request an additional extension of one week making the proposal due day 18 MARCH.

Government Response: The Government will not be extending the deadline of the proposal submission further.
