Technical Specifications Temperature and Humidity Chamber DLA Product Test Center, TA Lab

Objective:

To obtain a Temperature and Humidity Chamber to be used for testing materials subjected to dynamic conditions over time. Currently, the Product Test Center (PTC) has a chamber that is nearly 20 years old and is no longer capable of achieving required testing parameters. This model chamber is no longer manufactured, and repairs are not as cost effective as a complete replacement.

Procurement of a Temperature and Humidity Chamber will enable the Product Test Center (PTC) to regain the capability of subjecting test specimens to stable environmental conditions for leather, paper, and textile materials designated for testing, which will allow the DLA Product Test Center in continuing its mission in providing high quality reporting to its customers.

The DLA Product Test Center-TA Lab has listed the requirements for the procurement of a Temperature and Humidity Chamber. The following specifications are a list of minimum functions and features required by the DLA Product Test Center.

Minimum Requirements:

1. Specifications:

Temperature & Humidity Stability Chamber -

a) Conditioning: heating, cooling, dehumidifying, humidifying

b) Volume: Humidity and Temperature Stability Chamber with a minimum interior capacity of 40 Cu. Ft.

c) Exterior dimensions (W x D x H): Maximum dimensions 60” x 43” x 82” (maximum height to include caster wheels)

d) Interior construction: stainless steel

e) Temperature range: 20°C – 60°C

f) Humidity range: 20%-80%Rh

1. Compatibility - Humidification system must be compatible with Reverse Osmosis (RO) water and must accept a direct plumbed RO water supply

g) Programmable controller: LED display, data logging, adjustable temperature and humidity with ramp and soak function, USB data port, RS-485 communication (MODBUS-RTU), battery backup, and alarm indication of hi/low temp & Rh, and power failure

h) Casters: Equipped with caster wheels

i) Doors: Two hinged, clear view glass doors

j) Shelves: Minimum supplied six (6), adjustable, removable

l) Light: Interior mounted light fixture preferred, but not required

m) Electrical: 115v or 208v, 60Hz, 30A maximum

1. Installation: Contractor shall provide complete instructions to uncrate/unpack, install, setup and operate the chamber. The contractor shall include any components and/or accessories required to operate the chamber (i.e. component connections, cables, power connections, controller firmware setup, OEM manual, etc.)

2. Certification/verification/calibration: Provide instrument certification or verification of instrument performance, to include NIST Traceable ANSI/ NCSL Z540.1 with data certificate for all components and sub-components, as applicable

3. Training: Not required

4. Warranty: Warranty period will cover parts, labor, and travel, for one year

5. Pricing: To include shipping/delivery

6. Notice of delivery: Contractor shall give notice to Edward Francoeur (Edward.Francoeur@dla.mil 215-737-3244) and Jamie Hieber (Jamie.Hieber@dla.mil 215-737-3241) when instrument is to be delivered

7. Delivered to/ Mark for:
