About this file

This is a technical specifications document for the Boling Drainage & Paving project in Wharton County, Texas, prepared by Lynn Engineering in April 2026. The project consists of storm sewer installation, culvert replacement, ditch cleaning, street paving, and associated appurtenant items located in Boling, Wharton County, Texas. The work will be constructed under a single prime contract with the Owner being Wharton County. The specifications establish comprehensive requirements for project coordination, quality assurance, submittal procedures, payment applications, temporary facilities, field engineering, and closeout procedures. The contractor must submit a preconstruction schedule within 10 days following the Pre-Construction Conference, prepare a submittal schedule for all materials and equipment within 10 days, and submit daily construction reports reviewed by the Engineer within 24 hours. Payment applications must be submitted within five days of the end of each month, with partial payments approved by the Owner based on Engineer certification and appropriate retainage withheld until Final Acceptance.

The specifications detail concrete work requirements including 3,000 psi compressive strength for footings and slabs-on-grade, earthwork and excavation for utility trenches, asphalt paving, storm utility drainage piping, and turf installation. The contractor is responsible for providing all temporary facilities, including sanitary facilities, storm water pollution prevention items per Texas General Permit TXR150000, traffic controls complying with TxDOT permit requirements for work within State Highway 332 right-of-way, erosion and sedimentation control measures, and site security. Quality assurance includes engagement of qualified surveyors, field engineers, and independent testing agencies for concrete strength verification. The contractor must maintain a minimum of two permanent benchmarks on-site and provide record documents including marked-up drawings, specifications, and product data at project closeout. Substantial Completion and Final Acceptance procedures require submission of warranties, maintenance manuals, evidence of insurance, and affidavits of payment prior to final payment authorization.
