About this file

This is a Sources Sought notice presenting U.S. Coast Guard recommendations for Class II uniform modernization topics to be discussed at a Defense Logistics Agency (DLA) Industry Innovation Day scheduled for August 20, 2026.

The document identifies four primary focus areas for industry engagement: (1) All-Weather Coat Modernization—evaluation of commercially available waterproof, breathable fabrics and lightweight insulation to improve weather protection, durability, comfort, and reduce weight and maintenance while maintaining professional appearance; (2) Cold Weather Outerwear System (Fleece Jacket/Parka)—assessment of modern insulation and shell materials that improve warmth, durability, layering capability, and user comfort across diverse operating environments while maintaining compatibility with existing uniform systems; (3) Dress Uniform Fabrics—exploration of alternative polyester/wool blends and newer textile technologies to improve wrinkle resistance, durability, stain resistance, moisture management, and wearer comfort without sacrificing traditional appearance or military bearing; and (4) Utility Uniform Performance Fabric and Future Tactical Uniform Design—evaluation of lightweight, high-performance fabrics including stretch, moisture-wicking, abrasion-resistant, and quick-drying materials to improve member comfort and operational effectiveness while reducing garment weight and drying time, with initial focus on fabric modernization and camouflage considerations as a secondary, future objective if operationally justified. The Coast Guard seeks industry recommendations and concepts that leverage commercial textile technology advancements to improve member performance, increase durability, enhance comfort, and reduce lifecycle costs. Point of contacts are David Clark (Logistics Program Management), Jay Main (Uniform Program Manager), and Nancy Southwick (Textile Technology Supervisor).

USCG Class II Uniform Items for DLA Industry Innovation Day 20 August 2026 Objective: Provide recommended Class II focus areas for discussion during the Defense Logistics Agency (DLA) Industry Innovation Day.

These recommendations identify opportunities to improve performance, reduce lifecycle costs, enhance member satisfaction, and leverage advancements in commercial textile technology.

1. All-Weather Coat Modernization Topic: Evaluate commercially available materials and designs for the Coast Guard All-Weather Coat.

Background: The current All-Weather Coat has remained largely unchanged for many years. Advances in waterproof, breathable fabrics and lightweight insulation provide opportunities to improve weather protection, durability, comfort, and overall wearability while reducing garment weight and maintenance requirements.

Recommendation: Engage industry to identify modern materials and construction techniques that improve performance, increase service life, and reduce total ownership costs while maintaining the professional appearance expected of the Coast Guard.

2. Cold Weather Outerwear System (Fleece Jacket/Parka) Topic: Evaluate improvements to the Coast Guard cold weather clothing system.

Background: Commercial and military outerwear technologies continue to advance in insulation, moisture management, wind resistance, and packability. A review of current materials may identify opportunities to improve warmth, durability, layering capability, and user comfort across diverse operating environments.

Recommendation: Request industry concepts that incorporate modern insulation and shell materials to improve cold weather performance while maintaining compatibility with existing uniform systems.

3. Dress Uniform Fabrics Topic: Evaluate alternative fabrics for Coast Guard dress uniforms.

Background: Current polyester/wool blends may benefit from newer textile technologies that improve wrinkle resistance, durability, stain resistance, moisture management, and wearer comfort without sacrificing appearance or military bearing.

Recommendation: Explore commercially available fabric blends that maintain the traditional appearance of Coast Guard dress uniforms while improving comfort, durability, and lifecycle value.

4. Utility Uniform Performance Fabric and Future Tactical Uniform Design Topic Evaluate lightweight, high-performance fabrics for the Coast Guard Utility Uniform and explore future Tactical Utility Uniform concepts.

Background: Significant advancements have been made in lightweight, stretch, moisture-wicking, abrasion-resistant, and quick-drying fabrics used throughout the commercial outdoor and military markets. These technologies may improve member comfort and operational eƯectiveness while reducing garment weight and drying time.

While camouflage patterns could be evaluated in the future, the primary focus is modernizing fabric performance and overall uniform functionality.

Recommendation: Solicit industry recommendations for advanced performance fabrics and innovative uniform construction techniques suitable for Coast Guard operational environments. Initial eƯorts should focus on fabric modernization, with camouflage considerations remaining a secondary, future design objective if operationally justified.

Summary These recommendations represent practical opportunities to modernize Coast Guard Class II clothing items by leveraging commercially available innovations in textile technology and garment design. Collaboration with DLA and industry partners can improve member performance, increase durability, enhance comfort, and reduce long-term lifecycle costs while maintaining Coast Guard mission requirements and professional standards.
