Subj: SOLE SOURCE JUSTIFICATION TO ACQUIRE MAIN BELL UMBILICAL
FROM FIBRON FOR SATURATION FLYAWAY DIVING SYSTEM
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02).
2. Nature and/or description of the action being approved.
This action will award a purchase order, on a sole source basis, to Fibron, Unit 2 RD Park, Stephenson Close Hoddesdon, Hertfordshire, UK EN110BW for the acquisition of a main bell umbilical. The umbilical is required for the direct replacement of existing equipment that is beyond its life expectancy.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
This is a procurement for:
a. Main Bell Umbilical-1500 feet (458m)
b. Supply and fit hose end fittings and stainless steel cable grip 206/95SS
c. Surface End Fiber Optic ST Connectors & Termination
d. Wooden Shipping Drum and Cradle
e. Standard Factory Acceptance Tests-Included
f. Gas Leakage Test
g. Cleaning of Gas Lines IAW NAVSEA procedure 573711-5578984 method 7 using Biox
h. Standard documentation and Certification Package-Included
This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $197,208.00. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY20 funds.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.
Navy Experimental Diving Unit (NEDU) Saturation Fly Away Dive System (SATFADS), is requesting a new Diving Bell Umbilical. Deep saturation diving requires a higher level of safety. The Diving Bell Umbilical delivers critical life support to the divers and vital information back to the supervisor and support personnel. The current umbilical has met its expected shelf life, the Bell Umbilical is not only life support for the divers inside the bell but also the last line of recovery if an emergency takes place. This will be a turnkey purchase, removing the old umbilical and spooling the new one. Fibron will use Navy Drawing 8230619 to produce “as built condition” replacement incompliance with Naval Sea System Authority (NAVSEA) Certification. Alternate equipment may introduce new or change existing parameters that could harm U.S. Navy personnel and/or damage critical Navy equipment.
Therefore alternate equipment is not authorized.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For reasons specified in paragraph 4 above, Naval Experimental Diving Unit (NEDU) reached out and FIBRON is the only source that can meet the Government’s specific needs. This requirement will be synopsized on the beta.SAM.gov website per FAR Part 5.2.
7. Any other facts supporting the justification.
In purchasing this item, NEDU can provide a higher level of safety to divers and personnel in the dive bell in the catastrophic event. It also provides a method of surveying underwater sites with minimal personnel footprint or endangering the safety of divers.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, FIBRON is the only source that can meet this requirement.
